TOWN OF MOORESVILLE <br /> REDEVELOPMENT COMMISSION <br /> MINUI'l'hS <br /> MONDAY, NOVEMBER 30, 2009 <br /> 9:00 A. M. <br /> The Mooresville Redevelopment Commission met on Monday, November 30, 2009, al 9:00 A. <br /> M. at the Mooresville Government Center. <br /> Commission members present were: Jim Ransome, Mike Haskins, and George Watkins. Bev <br /> Viles, appointed representative from Mooresville Consolidated School Corporation was present. <br /> Town attorney Tim Currens was present. <br /> A motion was made by Commissioner Watkins with a second by Commissioner Haskins to <br /> approve minutes of the October 2, 2009 meeting. Motion carried 3-0. <br /> Jeff Pipkin from Morgan County Economic Development Corporation brought a possible <br /> industry to the Commission. Tailgate Beer is currently located in San Diego, California. The <br /> project code name is Project Football. 'focal estimated capital investment by 2012 is $7.1 million. <br /> They will need a 50,000 square foot facility. Average wage is $17.00 per hour without benefits. <br /> The first year 50 employees. The second year they will add an additional 75 employees and third <br /> year an additional 25 employees. Third year average wage of$25.00 an hour without benefits <br /> and a total of 150 employees. <br /> The company is looking at Lots 19 and 20 in Flagstaff Park. Lot 19 is /467 acres at$100,000 <br /> per acre. Lot 20 is 3.638 acres at $85,000 per acre. A total land cost would be $555,930 and the <br /> owner of the company was planning on$450,000. A possible incentive would be for the Town <br /> to pay the difference on land cost. They are looking al $2.8 million in new equipment. <br /> The company qualifies for a ten year abatement on real estate improvements and ten year <br /> abatement for new equipment. The State of Indiana is looking to use EDGE credit dollars and <br /> SEF dollars (State Economic Funds). The company is also looking at Boone and Johnson <br /> counties. <br /> Jeff Pipkin was hoping some town council members would be present because he knew that the <br /> Town was looking at the possibility of TIE funds for Wastewater expansion. Tim Currens stated <br /> he hoped to have numbers on the W W1 P expansion by the middle of December so decisions <br /> could be made. Twenty-seven percent of the Town is in the TIF District and there is still an <br /> obligation to TOA to pay their taxes also. <br /> Commissioner Watkins stated that when it comes to an opportunity for business to come in to the <br /> area they needed to be responded to, lie had done some research on this company's website it <br /> caught his eye that there was no indication of future plans in California and things' happening in <br /> the company was 6 to 7 months outdated. This made him wonder how active they really were. <br /> Jeff Pipkin said they want to be up and running by summer 2010. He said micro breweries have <br /> local appeal. The company also talked about growing the hops near the site. Jeff had contacted <br /> the Pauleys' because their farm land is near this site but had not gotten a response yet. Year two <br /> a brew pub, tailgating equipment and a gin shop is proposed. Commissioner Ransome asked if <br />
