Plan Commission Minutes <br />August 27th, 2015 <br />Members Present: Mike Young, Perry King, Virginia Perry, Jeff Dieterlen, Brian <br />Anderson and town attorney Tim Currens. <br />Mike Young called the meeting to order, he then called for a motion on the previous <br />minutes, Perry King made a motion to accept as typed, Virginia Perry seconded the <br />motion all voted in favor. <br />The first item on the agenda is a rezone at 697 Indianapolis Rd, presented by Mr. Dale <br />Coffey on behalf of Mooresville Arts and Dance, LLC. The Dance Studio would like to <br />rezone the old church from R4 to B3. Mr. Coffey explained that the business provides <br />dance lessons, an art studio can and will house a community room, possibly for rental <br />use. The business does not provide a day care as the church did so traffic would be <br />minimal; Mr. Coffey went on to state that Mooresville Arts and Dance has come up with <br />a list of possible business ventures that fall under the B3 category that they are willing to <br />exclude as possible uses in an effort to provide assurances for the neighboring homes. <br />Rosemary Rogers of the Mooresville Art and Dance Studio answered questions from the <br />commission members, class sizes are generally about 8, the operate classes hourly from <br />after school through approximately 8:00pm, they very rarely have Saturday hours unless <br />it is a workshop, they do not foresee much growth, the move from Main Street near <br />Zydeco's was based on room size, the rearranging of furniture and such to go from dance <br />to art each hour, the larger space allows them to have a class in each room. When asked <br />she was unaware how many people the community room could hold. The commission <br />members after reviewing the list of excludible businesses asked if the business owners <br />would be willing to have a condition or stipulation of only uses rather than excluding <br />uses as that would be a shorter list, Mr. Coffey indicated yes. Sherry Stewart lives next <br />door she would feel more comfortable if restrictions were put in place; no bowling alley, <br />no skating rink etc. Susan of 667 Indianapolis Rd has concerns what happens if the art <br />studio left, she'd also like to see the fence replaced, the church took it down as it was on <br />their property now there is parking at 4th of July and Old Settlers. Mike Young called for <br />further questions or a motion, Jeff Dieterlen made a motion to pass the rezone with the <br />condition that it only be used as a dance, art studio with community room facility, any <br />future changes once again come before the plan commission and the motion was <br />seconded and passed unanimously. <br />Next item on the agenda is a PUD in the business complex of Meadow Lake Garden <br />Homes, LLC. John Lamson of Holloway engineering presented the request. The upper <br />floor of the building unit C1 of block CIA has had a buyer come forward, this will be the <br />
