John Larrison <br />stated if the access is not there it could be a contingency of approval, Dennis Nail of the <br />building department told the commission that he'd seen potential building plans and <br />ADA requirements were in the plans. Mike Young called for questions; none were asked <br />Brian Anderson made a motion to pass the condition that handicap requirements be met, <br />Jeff Dieterlen seconded and the motion passed 5 -0. <br />Third item on the agenda is the last PUD at Bridgemor Village John Larrison explained <br />that this is the 33'd unit, it is a single unit condo and is in compliance with the previously <br />passed PUD for Bridgemor. Mike Young called for questions when none were asked <br />Perry King made a motion to accept, the motion was seconded and passed unanimously. <br />The next item on the agenda, a minor plat request at 445 S. Indiana St The request is <br />presented by John Larrison of Holloway Engineering, on behalf of Citizens Bank. The <br />request is to split the existing parcel into two parcels. Dividing the western part going <br />down into the lower portion, .83 acres, no permits are being sought just the property <br />division. The property does not have road access can only be sold to anyone on the <br />eastern side that does have access. Jeff Dieterlen clarified that the portion in question <br />touches 2 -3 properties, yes John Larrison confirmed that a potential pending sale is in <br />progress, Joe Beilcman of the audience questioned, when allowed, the adjoining property <br />sizes and their zonings. Mike Young called for additional questions, when none were <br />made Jeff Dieterlen made a motion to accept, the motion was seconded, the motion did <br />not pass as Perry King voted opposed. <br />The next item on the agenda is a rezone request presented by Ross Holloway of <br />Holloway Engineering on behalf of the Mooresville Redevelopment Commission. The <br />Mooresville Redevelopment Commission, who recently obtained the property at Main St <br />and Indiana from Citizens Bank, would like to go from a B2 to open space, green space <br />public area. The Redevelopment Commission would like to develop this into a public <br />park, green space, venue area, restrooms, tables etc. (a visual schematic plan was <br />distributed) Ross Holloway stated that Mooresville has character, but also faces <br />challenges in staying vital. With the continued growth of businesses along St Rd 67 <br />people need a reason other than Zydeco's, etc to come into town. Carl from Rundell <br />Ernstberger Associates, working with the Redevelopment Commission, explained the <br />"Gateway Project" and how the park fits into the plans. He presented two images, one the <br />original design and the second an updated layout based on updated input from various <br />committees. He refers to the parking spaces incorporated into the plan, the new plans <br />include additional handicapped spaces than are in place now, and there are plans for a <br />new parking lot at 40 W Main St. Information regarding the proposed park was discussed <br />during the Mardi Gras event with approximately 100 people in attendance, a second event <br />was held at the Library a week or so after. It was mentioned that the Bank is being very <br />supportive; they donated the parking lot based on a Park being constructed in its place. <br />Ross Holloway spoke of a letter that Citizens Bank submitted stating that the bank <br />parking lot cold be used by down town patrons after bank business hours. <br />
