Mike Young asked if <br />the county had given a road cut, Banning Engineering said that the location <br />being discussed had recently been annexed into town, so county approval was <br />no longer an issue. Mike Young called for questions. Joe Beikman stated that <br />previous traffic studies had been completed, Hadley Rd is 45mph except at the <br />peal-, where it reduces to 35mph to State Road 67. Joe Beilcman asked if the <br />members were hearing the minor plat or rezone, town attorney Tim Currens <br />said that both were basically being discussed but that motion would be made <br />separately. A neighboring individual from Circle dr. discussed that water <br />problems he has been having since the hospital expansion, the increased water <br />use may be lowering the water table, he has had low well levels and bacteria <br />problems, adding businesses to the neighborhood may increase the problem. <br />Banning Engineering indicated that city water and sewer would be utilized. Jeff <br />Dieterlen questioned Dennis Nail that now with annexation if the location <br />would now be covered by town stormwater, Mr. Nail replied yes. The Plan <br />Commission members again expressed concerns about the potential for traffic <br />issues. Mike Young pointed out the problems at Town Center on Bridge St, the <br />congestion, difficulty in and out of locations there; he did not want a repeat of <br />that area. Jeff Dieterlen asked town attorney Tim Currens if the commission <br />members could limit the B3 for possible future businesses, as B3 has a large <br />variety of business potentials, Mr. Currens indicated no that is not typically how <br />the Plan Commission has previously proceeded, but that recommendations can <br />be made to the Town Council. Mike Young called for a motion, none was <br />made. Tim Curren encouraged the Plan members to express and address their <br />concerns. Mike Young questioned the members if the major concern was the <br />traffic, multiple members nodded or said yes. Banning Engineering asked what <br />they needed to do to reassure the members, so that they may obtain a positive <br />vote. After continued discussion on the included traffic study, plus the reminder <br />from Joe Beikman that previous traffic studies had been completed and that he <br />planned to address the town council at the next meeting about putting a stop <br />sign or something at that location now that it was part of town. Chelsey Manns <br />of the EDC spoke on behalf of the project, and the company wanting to build <br />the convalescent home. Chris Alexander presented the audience and the Plan <br />Commission with a visual overview of what was being planned, a 71 private <br />unit, short term (30 days) rehab facility with a 2000 sq foot rehabilitation <br />
