MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, OCTOBER 6, 2016 <br />Members present: Harold Gutzwiller, Don Stultz, Joe Beikman, Bill Boyd and Tim Corman. Mark <br />Meadows, non-voting member from Mooresville Consolidated School board, was absent. Town <br />Attorney, Tim Currens was present. Project Manager Chelsey Manns was present. <br />Opening of Bids Bids for 40 West Main were opened by Commissioner Gutzwiller: <br />• Wallace Construction - $62,477.00 <br />• Millennium Contractors -$140,100.00 <br />• Grady Brothers, Inc. - $85,000 <br />A motion was made by Commissioner Corman to turn the bids over to Banning Engineering for review. <br />Commissioner Beikman seconded the motion, which passed 5-0. <br />A motion was made by Commissioner Beikman and seconded by Commissioner Stultz to approve the <br />executive session and public meeting minutes for September 1st. carried 5-0. <br />Financials were presented by email from the Clerk -Treasurer previously. Commissioner Boyd made the <br />motion to accept the financials as presented. The motion was seconded by Commissioner Corman and <br />it passed 5-0. <br />Public Comment Diane Huerkamp of Celebrate Mooresville reported that they were notified they <br />received the $25,000 matching grant from the Indiana Office of Community and Rural Affairs to fund <br />two wayfinding signs and 21 business plaques in downtown. They intend to be finished by June of 2017. <br />Attorney Currens will coordinate with Mrs. Huerkamp regarding the RDC's matching funds. <br />Southbridge Crossing Commissioner Corman had nothing to report. Manns reported that she has been <br />working on with South Central Indiana REMC on a few issues on the Center. <br />Gateway Project Update: <br />Indiana Street: Manns reported that per the contract, Section I is to be completed by November 18th. <br />The contractor will have the section completed, with the exception of the intersection at Moore and <br />Indiana due to the delay in the delivery of the signal poles and mast arms. The RDC can waive the <br />penalty fees and can leave the intersection as is until the poles are delivered in late December or for an <br />amount not to exceed $20,000, temporary poles can be installed so that the project, with exception of <br />the finished poles, is complete. Commissioner Beikman made the motion to waive the penalty fees due <br />to incompletion of Section I and to keep the intersection as is until the new poles are delivered. The <br />motion as seconded by Commissioner Boyd. It passed 5-0. <br />A change order was presented to install riprap directly south of the Kroger drive along the ditch on <br />South Indiana in place of sod. Manns met onsite with Director of Public Works Dave Moore, who <br />requested the Commission make the change. The total is $1,517.41. A motion to accept the change <br />order as presented was made by Commissioner Beikman and seconded by Commissioner Boyd. The <br />motion passed 5-0. <br />
