(- Endeavor Communications requested to lay conduit along Indiana Street. The quote to perform the <br />work was $30,848.37. Manns has in writing from Endeavor CEO Darin LaCoursiere that they will cover <br />the costs associated with the project but the RDC needs to approve the work since it will be performed <br />under the current contract. The motion was made by Commissioner Biekman to accept the additional <br />work as presented. Commissioner Stultz seconded the motion, which passed 5-0. <br />Paul Hadley Park: On behalf of the Mooresville Chamber, Julie Lakes requested the use of the Paul <br />Hadley Park for the upcoming Roots and Rhythm as well as Victorian Christmas. A copy of the proof of <br />insurance has already been provided for the RDC's records. A motion was made by Commissioner Boyd <br />to allow the Chamber to use the space for the two upcoming events. A second was made by <br />Commissioner Corman. The motion passed 5-0. <br />Commissioner Gutzwiller introduced Carl Kincaid of Rundell Ernstberger and Associates (REA) and asked <br />that he present the new options for the Paul Hadley Park. Kincaid provided renderings to two main <br />options to replace the previous water feature, including three stars which would serve as shade <br />structures or a decorate flame made of stainless steel. Additionally, two options for the pavement <br />portion of the former water feature were presented, including two arrangements of 19 stars, <br />representing Indiana as the 19t" state. Public Comment was accepted after the presentation. <br />Julie Lakes requested the flame not be considered or that a different material be used so it does not <br />affect Main Street due to the reflective nature of the material. <br />Martha Lumken requested additional communication from the RDC. <br />Kathleen McGawky requested additional communication from the RDC. <br />Dave Allen requested additional parking and striping for downtown parking. <br />Terry (garbled) requested more parking. <br />Requests for recycling containers and water fountains were made. <br />Commissioner Beikman suggested the materials for the flame be further investigated and asked if the <br />stars could be larger. Kincaid explained it would be difficult to expand the size of the stars but <br />alternative materials for the flame could be considered. It was suggested the side facing Main Street be <br />a less reflective material. Commissioner Gutzwiller stated his preference for the flame structure. <br />A motion was made by Commissioner Stultz to move forward with the flame concept as well as the 19 <br />stars within the pavement with one larger star in the middle. The motion was seconded by <br />Commissioner Boyd and passed 5-0. <br />Old Business: No old business. <br />New Business: No new business. <br />Legal Update: Linel, a division of Mestek, Inc. is expanding in Flagstaff and is investing $240,000 in real <br />property and has requested a tax abatement. Commissioner Corman made the motion that the <br />abatement would not negatively impact the TIF area. Commissioner Boyd seconded the motion, which <br />passed 5-0. <br />
