The issues that remain at this point are the <br />responsibility of the Street Department to address, which will be done in the spring. <br />At this point, <br />outside of the responsibilities of the Town, the project is completed. <br />Indiana Street: Manns provided a project schedule showing the phases and when each phase will be <br />completed as well as October Construction Meeting Minutes. Change Order 1 was presented which <br />included: <br />IPL burial work (600'trenching + 80' bore) Add <br />$6,510.00 <br />Add manhole at buried storm wye (38+45 Rt) Add <br />$3,432.25 <br />Add 40' of 36" pipe and end sections at field entrance Add <br />$9,400.00 <br />Change from standard to decorative traffic signal poles and bases Add <br />$35,399.01 <br />Add conduits for Endeavor Communications Add <br />$30,848.37 <br />Add curb turn -out and rip rap at Kroger's south drive Add <br />$1,517.42 <br />TOTAL <br />$87,107.05 <br />Manns did specify that the $30,848.37 for Endeavor Communications Conduit will be refunded to the <br />RDC by Endeavor. The work has previously been approved but an official Change Order had not been <br />presented to the RDC. Commissioner Beikman made the motion to accept the Change Order as <br />presented. Commissioner Stultz seconded the motion. It carried 4-0. <br />Old Business: Commissioner Gutzwiller brought to the attention of the RDC the issue of the flood study. <br />In August of 2015, the RDC approved to fund up to $80,000 for a flood study for the Town. The study <br />was $60,000. The Town Council has now voted to reallocate the remaining $20,000 for use of the next <br />steps in the flood study. Commissioner Beikman explained that included legal descriptions and <br />appraisals for properties associated with purchasing based on the findings of the flood study. <br />Commissioner Boyd made the motion to approve the additional $20,000 be used as a continuation of <br />the original project not to exceed the initial $80,000. Commissioner Beikman seconded the motion, <br />which carried 3-1 (Gutzwiller). <br />New Business: No new business. <br />Legal Update: No legal update. <br />Economic Development/Projects Update: Manns updated the RDC that Cherry Blossom way is <br />completed and she and Inspector Dennis Nail walked the site earlier in the week. <br />Per the RDC's request last month, Manns reported that she had met with both Superintendent Moore <br />and Police Chief Danny Allen who both agreed lighting was needed along Cherry Blossom Way. Manns <br />presented the RDC with an Addendum from Banning Engineering for $5,000 to address the lighting issue <br />along Cherry Blossom Way. Commissioner Beikman shared that is a function of the Street Department <br />and that Superintendent Moore can handle this without paying an engineer. Manns is to work with <br />Superintendent Moore on the issue. <br />Review of Claims: The docket, excluding the claim for Gibraltar and Wallace were provided. <br />Commissioner Stultz made the motion to approve claims, excluding Gibraltar and Wallace Construction. <br />Commissioner Blekman seconded the claims, which passed 4-0.
