MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, JANUARY 11, 2018 6:OOpm <br />Members present: Harold Gutzwiller, Joe Beikman, Bill Boyd and Don Stultz. School board appointee <br />Larry Moore was present. Attorney Tim Currens was present. Project Manager Chelsey Manns was <br />present. <br />Clerk -Treasurer Sandy Perry swore in the members. <br />Reorganization: Commissioner Boyd moved to name Harold Gutzwiller President. The motion was <br />seconded by Commissioner Stultz and carried 4-0. A motion was made by Commissioner Stoltz to name <br />Bill Boyd Vice President. Commissioner Beikman seconded the motion which carried 4-0. A motion was <br />made by Commissioner Beikman and seconded by Commissioner Boyd naming Don Stultz Secretary. <br />The motion carried 4-0. <br />A motion was made by Commissioner Beikman and seconded by Commissioner Stultz to approve the <br />executive session and public meeting minutes from December 7. The motion carried 4-0. <br />Financials were presented by email from the Clerk -Treasurer previously. Commissioner Boyd made the <br />motion to accept the financials as presented. The motion was seconded by Commissioner Stultz and it <br />passed 4-0. <br />Public Comment: <br />Shane Williams — 6 West Main and 8 & 10 North Indiana — Mr. Williams asked for updates regarding the <br />Samuel Moore boulder, the plaques for the brick pavers and the brick pavers themselves. He made <br />comments regarding his research on the monies the school mayor may not receive due to TIF. He <br />questioned background checks of appointed boards. He also asked about conflicts of interest between <br />commission members and employers. Commissioner Gutzwiller addressed the questions, sharing that <br />Manns was working on the pavers and boulder. Additionally, he shared that the Times article <br />mentioned was an incomplete answer as it pertains to the monies allocated to the school. Attorney <br />Currens noted that the determination of background checks would be at the discretion of the elected <br />officials and as such, are not required by state statute. Attorney Currens also shared that Conflict of <br />Interest forms would be completed when someone specifically benefited personally from an action <br />taken. In Attorney Currens opinion, Commissioner Gutzwiller is not directly benefitting himself. <br />Commissioner Gutzwiller noted that he has spent decades in economic development and as far as <br />bringing Hoosier Energy into the discussion, they are not involved directly in retail sales and noted that <br />is an inappropriate and unfair statement. <br />Commissioner Beikman noted that it would be helpful if questions were submitted ahead of time to <br />allow time for answers. <br />Anthony Woodside — Mooresville -Decatur Times — Mr. Woodside wanted to state that the information <br />provided in his article may not have been attributed to Commissioner Gutzwiller but rather his fault. <br />
