MOORESVILLE PLAN COMMISSION MINUTES <br />THURSDAY, NOVEMBER t3,2003 <br />The Mooresville Plan Commission met in regular session on Thursday, November 15 2003, at <br />6:30 P.M. at the Mooresville Town Hall. <br />Commission members present were: Chairman Mike Young, Chris Crouch, Troy Bryant, Jim <br />Bruner, Charles McGuire, John Ehrhart, and Robert Corbin. Commissioners Tim Bennett and <br />Robert Williamson were absent. Town Attorney was absent. <br />A motion to approve the minutes of the October 23, 2003 meeting was made by Commissioner <br />Crouch, second by Comrnissioner Bruner. Motion carried 7-0. <br />Mr. Holloway asked the Chairman if the board would change the order of business so the <br />Springhill Ministries, Inc could go first. because most of the people present were for the <br />Springhill Ministries, Inc.. Mr. Young said that would be all right. Mr. Ross Holloway of <br />Holloway and Associates, Inc representing the Springhill Ministries, Inc. presented a petition for <br />a rezone from B-3 to B-1 of approximately thirteen acres on State Road 67 south of TOA, north <br />of South Central Community Mental Health and across from Charmil Estates. He presented a <br />map outlining the zoning of the area surrounding the property in question. Mr. Young asked <br />who owned the block of property next to TOA and Mr. Holloway said Silver Fleet owned it. <br />This parcel has been before the plan commission on numerous occasions for rezoning for various <br />things and it has been marketed for a number of things. The Springhill Ministries, Inc. would <br />like to rezone for the purpose of constructing a church. They are out of room where they are <br />located now on State Road 144 and Rooker Road. They are looking for some place where they <br />can expand. They need a place with city services, room to grow, for they have quit a large <br />congregation and they need somewhere near Mooresville for they are a Mooresville church. <br />They are making this request for a B-1 zoning, because they think this is the most appropriate <br />use for a church in this location. Granted at first look you would think that B-3 was the most <br />appropriate use along the State Road 67 corridor. However, access to this property is difficult <br />and it will not be developed as a B-3. You have to go in to the TOA drive, make an immediate <br />hard left tum and go down to the site. State Road 67 is limited access, so the likely hood of <br />getting any addition access on to State Road 67 is probably slim, maybe not impossible but <br />difficult. Also the site, with approximately thirteen acres, is not large enough for a plantlike <br />TOA and because of the configuration it highly doubtful that at plant like TOA would expand to <br />it. There is a minor plat just north of this site, which has a lot between this site, with TOA and <br />Woods Wire to the west. You can see that access is difficult, it is not going to have the ready in <br />and out access that a B-3 would require. They do not think the site is appropriate of B-2 small <br />stock use for the same reasons. There is no other retail in the area, with Southbridge Crossing <br />being the closest, and in all likely hood all other uses in the area would be industrial or light <br />industrial. ,They feel Mooresville has adequate industrial grounds and certainly industrial <br />ground with a lot more potential than this site. The church needs some place to go and this <br />makes a good opportunity for them. Mr. Holloway asked Mark Wright, pastor of the church, to <br />say a few words. <br />
