Mr. Mark Wright said they have been looking for as new site for quite awhile, where they are <br />they have five acres and they are boxed in and if you came by a few weeks ago they had people <br />parking in the grass. This land is priced within their range; they have looked at land owned by <br />Mr. Hopkins and quite a few people, and the price for the land has been from $350,000.00 to <br />$35,000.00. The land at $35,000.00 was not what they would like for a church. The land by <br />Wendy's is $200.000.00. So this site on State Road 67 would be perfect for them. He agrees <br />with Mr. Holloway that there seems to be a lot of industrial property for sale. <br />Commissioner Crouch asked if the access shown on the map was the only access to the thirteen <br />acres was from drive into TOA and Mr. Holloway said it was the only access. The access was <br />created by the State when State Road 67 was developed. Mr. Crouch asked if the access road <br />would be behind the fence and Mr. Holloway said it would. <br />Mr. Wright said that on the designated plan for economic growth there was no land dedicated for <br />churches. And there are not a lot of places in town where you can build a large church. <br />Mr. Holloway said the times have change from having little churches on the corner are gone. <br />Churches today have large congregations and need more space. <br />Commissioner Young asked if they could restrict the B-1 zoning for church use only and Mr. <br />Holloway said they could. <br />Commissioner Bryant asked the other board member if they had any conflicts with the <br />Comprehensive Plan or was this an acceptable exception with the restriction that it could only be <br />used as a church. Mr. McGuire said this was the only exception he would approve with the <br />stipulation that it could only used as Springhill Ministries, Inc. Mr. Ehrhart said then they had <br />not placed other parcels of land to be used for church development. <br />Commissioner Crouch asked how much room would be left on the seventy-five foot frontage <br />road for turnout onto State Road 67 and Mr. Holloway it was basically just enough for a right <br />tum. Mr. Holloway there was about forty or fifty feet and that is another reason it was not fit for <br />business or industrial use, because difficult to get semi -trucks to make the turn. Mr. Crouch <br />asked if the church would face State Road 67 and Mr. Holloway said it would. <br />Motion to approve the recommendation to the Mooresville Town Council to rezone the property <br />on State Road 67 south of Pleiades Dr from B-3 to B-1 with the stipulation that it could only be <br />used as Springhill Christian Ministries was made by Commissioner McGuire, second by <br />Commissioner Ehrhart. Mr. Holloway said this was acceptable with them as long as the wording <br />of the motion Springhill Christian Ministries or Church was cleared through the Town Attorney, <br />Tim Currens. Motion carried 7-0. <br />Next was Mr. Ross Holloway representing Hopkins and Crafton requesting a rezone on Hadley <br />Road from Agriculture to PUD -E. Mr. Holloway said this is an upscale developments that <br />Mooresville has looked for for a long time. There are other upscale development like <br />Roberson Woods, Pioneer Country Estates and a few others. The total development is 62.8 <br />acres and that is what the development portion that will be called Villages at Eastmoore. He was <br />
