May 1,8 <br />The Mooresville Town Council met in regular session on Tuesday, May 1, 2018, at 6:30 P. M. at <br />the Mooresville Government Center. <br />Town Council members present were: Tom Warthen, David Rogers, Joe Beikman, and Mark <br />Mathis. Dustin Stanley was absent. Attorney Mel Daniel was present. <br />Council President Warthen gave the prayer. <br />A motion was made by Councilman Mathis with a second by Councilman Beikman to approve minutes of <br />April 17, 2018. Motion carried 4-0. <br />New Business: <br />CF -1'S <br />General Shale -A motion was made by Councilman Mathis with a second by Councilman Rogers to <br />approve CF -1 for personal property for General Shale. Motion carried 4-0. <br />General Shale -A motion was made by Councilman Rogers with a second by Councilman Beikman to <br />approve CF -1 for Real property (kiln process) for General Shale. Motion carried 4-0. <br />A motion was made by Councilman Beikman with a second by Councilman Rogers to approve Overton <br />Industries 2017 CF -1 for personal property, equipment. Motion carried 4-0. <br />Brent Callahan, Park Superintendent, appeared before the council requesting permission to purchase <br />two utility carts refurbished, to use for events for the Bicentennial Park and Pioneer Park. Two new <br />carts would be $16,400 and two refurbished would cost $9,400. <br />A motion was made by.Coiancilman Rogers with a second by Councilman Beikman to purchase two <br />refurbished carts for $9,400 from Food and Beverage Fund. Motion carried 4-0. <br />Police report -Danny Allen- 290 incidents, 96 arrests, 209 citations, 36 accidents, 225 hours in overtime, <br />and an early warning battery charger system was replaced. <br />Fire Report -Tim Medsker- Calls for January -132, February -125, March -144, April -162 and 564 responses. <br />Park Report- Brent Callahan -Starting in the Fall will do all five school programs. They have hired <br />approximately 90 employees for the summer. Some summer concerts are scheduled every other <br />Saturday night. On July 23`d a well-known band will perform. <br />Councilman Mathis informed council they were ready to go out for bids approval subject to legal review. <br />A motion was made by Councilman Rogers with a second by Councilman Beikman to be in favor of the <br />bid subject to legal approval and make Council President Warthen signatory. Motion carried 4-0. <br />Councilman Mathis had nothing to report on Sammy Davis plaque. <br />Councilman Beikman commented he had a possible maintenance ordinance from Fishers, Indiana for <br />council to review and bring to the next meeting. <br />Council President Warthen spoke to David Moore aboutCircle Drive and the scfoolis Workingwith the <br />Town on this concern. <br />Council President Warthen commented Peggy Mayfield had sent an email about HB 1070 that Peggy had <br />championed for three years and sponsored. This bill gives Northern Morgan County voting rights on the <br />Indianapolis Airport Board beginning July 11`, 2018. <br />Legal: A motion was made by Councilman Mathis with a second by Councilman Rogers to approve the <br />new engagement letter with Taft Law. Motion carried 4-0. <br />Comments: Shane Williams -Told the council he owns 10 Circle Drive and if the Town needs any help he <br />would be glad to help. Shane also brought up the motion made by Jack R. Perry and approved to have <br />the department heads to give a report one time a month and submitted a letter to the council to amend <br />the motion. <br />
