August 21, 2018 <br />The Mooresville Town Council met in regular session on Tuesday, August 21,2018, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present: Tom Warthen, David Rogers, Joe Beikman, Dustin Stanley, and Mark Mathis. <br />No members were absent. Town attorney Mel Daniels was present. <br />David Rogers gave the prayer. <br />A motion was made by Councilman Rogers with a second by Councilman Beikman to approve the <br />minutes of August 7, 2018. Motion carried 5-0. <br />Rezone on Orchard Road: <br />No one was present to present the rezone so a motion was made by Councilman Mathis with a second <br />by Councilman Beikman to table to the next meeting. Motion carried 5-0. Ross Holloway will be <br />notified. <br />Dean Mayfield -Health Insurance renewal: The re -insurance carrier we currently have at a cost of <br />$381,358 came back with double the cost for next year. The town will go with Greenwich Insurance for <br />the re -insurance carrier at a cos of 455,773.00 a year. Plus adding two programs, Tele -a -Doc and vision <br />with Eye Med. Tele -a -Doc is a free service and hopefully will keep people from going to the ER for colds, <br />sore throats etc., only for major illnesses. Tele -a -doc is a 24-7 365 days a year service. The maximum <br />cost of health care will be $3,260,161.69 for a year. A motion was made by Councilman Rogers with a <br />second by Councilman Stanley to take Option 2 with Council President executing the contract not to <br />exceed $3,260,161.69. Motion carried 5-0. <br />Danny Allen, Police Chief, requested permission to start the hiring process to replace an officer that is <br />leaving. A motion was made by Councilman Mathis with a second by Councilman Rogers to approve. <br />Motion carried 5-0."Chief•Allen thanked the council also for the added vision and Tele -a -Doc programs <br />added to Health Insurance. <br />Unfinished Business: A motion was made by Councilman Rogers with a second by Councilman Mathis to <br />approve contract with Spy Glass and President Warthen will be signatory. Motion carried 5-0. <br />Council President Warthen announce retirement of Alice Cordez on August 23,2018 from Churches in <br />Mission. The Council thanked her for everything. <br />Attorney Mel Daniel told everyone the Wyttenback matter had been resolved. A receipt and warrant of <br />Authority had been signed and Citizens Bank has released the $27,000 escrow money to the <br />Wyttenbachs. <br />Chief Allen gave report: 135 incidents, 213 citations, 3,003 cad calls, 421 911 calls, 50 Overtime hours <br />logged, and 80 hours comp time for July. <br />Tim Medsker, Fire Chief, reported 1214 calls. He said with the Kendrick grant they had set up a CP <br />R program. They have installed AED in the Town Hall. Employees will be trained in the next 60-90 days. <br />Dave Moore, Street Superintendent, reported they were ditch cleaning and getting easements. A <br />permanent -part time employee had resigned and the new section of'Cemetery plots is open and a lot of <br />people wanting to purchase grave sites. <br />Mark Taylor, Animal Control, reported: 21 calls -6 impounds -3 returned. <br />Public Comments: Complaint concerning a landscaping business at 469 East Cedarwood Court. A <br />business is not allowed in a home in that addition. Council President Warthen stated the Plan <br />Commission was the legal jurisdiction for this. <br />rr <br />
