MOORESVILLE REDEVELOPMENT COMMISSION <br />MINUTES <br />THURSDAY, APRIL 4, 2019 6:OOpm <br />Members present: Harold Gutzwiller, Bill Boyd and Dustin Stanley. School representative Dr. Larry <br />Moore was absent. Redevelopment Commission Attorney Adam Steuerwald was present. Project <br />Manager Chelsey Manns was present. <br />A motion was made by Commissioner Stanley and seconded by Commissioner Boyd to approve the <br />executive session and public meeting minutes from March 7. The motion passed 3-0. <br />Financials were emailed out prior to the meeting by the Clerk -Treasurer. Commissioner Boyd made the <br />motion to approve the monthly financials as presented. Commissioner Stanley seconded the motion, <br />which carried 3-0. <br />Public Comment: No public Comment. <br />Southbridge Crossing: Manns shared emails requesting bids for the pavement patching of Southbridge <br />was sent previously. EA Outdoors, Wallace Construction, Inc. and Harding Group, Inc. were emailed, <br />requesting quotes. Harding Group, Inc provided a quote for 351 square yards of repaired pavement at a <br />cost of $18,733.00. Wallace Construction, Inc. provided a quote for 195 square yards at a cost of <br />$6,880.00. Manns noted the quotes are not apples -to -apples. Commissioner Stanley made the motion <br />to reject both bids due to the difference in total size and other varying details between the two bids and <br />to authorize Manns to negotiate with the parties to get comparable quotes and further clarification and <br />to execute a contract not to exceed $18,733.00. Commissioner Boyd seconded the motion, which <br />carried 3-0. <br />Gateway Project Update: Manns noted the lights around the flame have ben potted. <br />Bicentennial Park: Manns shared a quote for benches for Bicentennial Park. She shared upon further <br />investigation, in order to be ADA compliant, half of the seating in Bicentennial Park must be ADA <br />compliant in order for the park in its entirety to be ADA compliant. She and Parks Superintendent <br />Callahan met onsite and are recommending two 8' benches for the decomposed granite area. The 8' <br />bench without a back is $995.00 each not including a $239.00 freight estimate. The 8' bench with a back <br />is $1,136.00 each not including a $429.00 freight estimate. After some conversation and feedback from <br />the public, a motion was made by Commissioner Stanley to approve the purchase of two 8' benches <br />with backs for $1,136.00 each as well as the $429.00 freight estimate per bench. Commissioner Boyd <br />seconded the motion, which carried 3-0. <br />Commissioner Gutzwiller noted that in honor and memory of former Commissioner Beikman, he <br />suggested the Commission consider a tribute in the form of a plaque on one of the new benches. <br />Commissioner Boyd made the motion to move forward with a plaque in honor and in memory of <br />Commissioner Beikman, Commissioner Stanley noted the Commission needs to be cautious of naming <br />other things for members and people, as the Town has already done something to honor Commissioner <br />Beikman. Commissioner Stanley seconded the motion, which passed 3-0. <br />
