Manns stated the INDOT representatives and engineer have shared they believe the next public meeting <br />for High Street will be in the late May/June timeframe. <br />Old Business: Manns presented a contract from Banning Engineering which includes the extension of a <br />12" water line along Bethel Road from Merriman to Hancel Parkway. It also includes a Floodplain <br />Analysis and Regulatory Assessment (FARA) per IDNR guidelines. Both items are pertinent to the <br />development of the Pauley Property. The contract totals $33,840.00. Commissioner Boyd made the <br />motion to approve the contract with Banning Engineering. Commissioner Stanley seconded the motion, <br />which carried 3-0. <br />The Street Department has demolished the house formerly on the Pauley Property. Manns thanked <br />Superintendent of Public Works Dave Moore and the Street Department for their willingness to help and <br />work together as one. <br />New Business: Manns presented the annual TIF report due on Gateway by April 15th. Balances of TIF <br />accounts, amounts expended from each account and a summary of activities are included in the report. <br />Manns shared that in 2018, the Commission worked with Colliers to put Southbridge Crossing, the <br />shopping center purchased by the Commission in 2-12 and is home to Ivy Tech, on the market. They <br />hosted the Redevelopment Association of Indiana's (RAI) Annual Community Tour. They continued with <br />the Gateway Project, completing Bicentennial Park and committing funds and assistance to INDOT's <br />2020 project on High Street. They entered into an Assignment and Assumption of Lease for the property <br />formerly known as the Remster Property (located at the corner of SR 67 and SR 144) to the Town of <br />Mooresville. They held an annual meeting, inviting the underlying taxing units in December. They also <br />purchased roughly 100 acres for future industrial growth. Commissioner Boyd made the motion to <br />accept and approve the 2018 Annual Report as submitted. Commissioner Stultz seconded the motion, <br />which carried 3-0. <br />Manns noted that in May, the Commission will hold their Annual Meeting with the underlying taxing <br />units. <br />Legal Update: No legal update. <br />Economic Development Update: Manns shared updates from the legislative session, noting little <br />movement of Senate Bill 83 since last month. She spent much of the month working on reconciling <br />2018 CAM expenses. <br />Review of Claims: Claims were presented in the amount of $31,447.81. Commissioner Stanley made the <br />motion to approve the claims as presented. Commissioner Boyd seconded the motion. The motion <br />carried 3-0. <br />For the Good of the Order: No update. <br />The next meeting will be Wednesday, May 81h, 2019 at 6:00pm at the Mooresville Government Center. <br />Commissi r Stanley made the motion to adjourn. <br />
