A motion was made by Councilman Mathis with a second by Councilman Stanley to award the bid to <br />Granite Ih-liner in the amount of $210,005 paid out of Food and Beverage forth e project. Motion <br />carried 4-0. <br />A motion was made by Councilman Stanley with a second by Councilwoman Hester to approve Salary <br />Ordinance Amendment #2, 2019 for Animal Control Officer, this amends Salary Ordinance #6, 2018. <br />Motion carried 4-0. <br />Holloway & Associates, John Larrison, presented a rezone for thirty-one .5 acres on Ferguson Road <br />owned by George, Clara, and Richard Allison, from Agriculture to 1-1. Allison Transmission is already <br />operating there. There are several businesses in the general area, such as, used cars, pet hospital, car <br />dealership, Heartland'Solutions, Dr. Who?, Self Storage facility, and Indy Scale. This follows the general <br />trend of the development. Mooresville's Comprehensive Plan calls for Commercial for this area. <br />Council President Warthen asked if this was the property at the Northwest corner and Mr. Larrison said <br />it wag not partof the rezone. The re -zone starts 200 feet south of that intersection. The Plan <br />Commission voted favorably to recommend the rezone. <br />A homeowner to the west was concerned about what the project would look like. Further replats are <br />anticipated. Most ofthe access is off of Ferguson Road. A motion was made by Councilman Stanley <br />with a second by Councilwoman Hester to approve Ordinance #, 2019 rezoning thirty acres on Ferguson <br />Road from Agriculture to 1-1. Motion carried 4-0. <br />Mike Dellinger, Morgan County Economic Development Director, introduced two SB -1's for Powder Pro - <br />Coating and Last Move LLC. They had a loss of 860,000 because of a fire. Next meeting, May 7, 2019 <br />will be Declaratory Resolutions and would also need a waiver of non-compliance on both Resolutions <br />Real and Personal Property. <br />A motion was made by Councilman Mathis with a second from Councilman Stanley to move forward on <br />the resolutions. Motion carried 4-0. <br />Councilman Stanley reported he had been thinking of a project that would be beneficial for the <br />community. He came up with a Safe Haven Baby Box. A box that is an incubator. A mother can safely <br />put a baby in the box and within thirty seconds help is there for the baby. Councilman Stanley said he is <br />challenging himself to fund the project. He is asking permission and support for him to go to the <br />businesses and also asking for certain stipulations as he wants to meet with the Council President, <br />himself, and the Clerk -Treasurer. He said hopefully the community will take hold with this and will <br />privately fund the project. The cost of the box is around $15,000 plus $200 a year for certification. <br />A motion was made by Councilman Mathis with a second by Councilwoman Hester to approve <br />proceeding with the project and including Police and Fire at the meeting. Motion carried 4-0. <br />Department Head Reports: <br />Danny Allen, Police Chief, gave a report for March: 240 Incident reports, 53 arrests,132 citations, 266 <br />warnings, 22 accident reports, and 2314 CAD calls. <br />Public Comments: <br />Clara Allison commented their youngest child they adopted and brought such joy. We didn't have Safe <br />Haven boxes back then, this is a great project. <br />A motion was made by Councilman Stanley with a second by Councilwoman Hester to approve claims in <br />the amount of $348,036.50. Motion carried 4-0. <br />There being no further business to come before the council at this time a motion to adjourn was made <br />by Councilman Stanley with a second from Councilwoman Hester.
