10-15-2019 The Mooresville Town Council met in regular session on Tuesday, October 15, 2019, at 6:30 P.M. at the Mooresville Government Center. Town Council members present were: Tom Warthen, David Rogers, Dustin Stanley, and Mark Mathis. Jessica Hester was absent. Town attorney Mel Daniel was present. Tom Warthen gave the prayer. A motion was made by Councilman Rogers with a second by Councilman Mathis to approve minutes -of October 1, 2019. Motion carried 3-0. Dustin Stanley abstained. John Ehrhart, a resident of Lakeside Commons, appeared before the council to ask for summer sewage adjustment. When residents bought in Lakeside $3,000 was added to the price for an irrigation system. Some use the system and some do not because it makes the sewer bill higher even though the water goes on the ground, not thru the sewer treatment plant. Most residents are retired and live on fixed incomes. They are asking the council for relief. Council President Warthen commented the Town is having a rate study done by Baker -Tilley at the present time. Hill Water is the water company at Lakeside and they could install an extra meter but would cost each resident approximately $600 on the Hill water side. There is a billing module on the Keystone software for summer water relief that could be turned on. Councilman Stanley said he wasN$ ready to make a commitment tonight. Councilman Mathis commented he thought filling pools should be included in discussions and both water companies will have to work together. A motion was made by Councilman Rogers with a second by Councilman Mathis to table this issue until further informationis acquired. Motion carried 4-0. Public Hearing: No one present from audience or council so council proceeded. A motion was made by Councilman Mathis with a second by Councilman Rogers to approve �¢ f Confirmatory Resolution # 18,2019, a ten -year personal property abatement. Motion carried 4-0. �p A motion was made by Councilman Mathis with a second by Councilman Rogers to approve Con irrhatory Resolution #19, 2019, a ten-year personal property abatement. Motion carried 4-0. A motion was made by Councilman Rogers with a second by Councilman Stanley to close the Public Hearing. Motion carried 4-0. A motion was made for a Declaratory Resolution, #20, 2019, RDC shell building Real Property, a ten - year abatement by Councilman Mathis with a second by Councilman Stanley. Motion carried 4-0 A motion was made by Councilman Mathis with a second by Councilman Rogers to set a Public Hearing Date of November 5, 2019 for Confirmatory Resolution for RDC shell building abatement. Motion carried 4-0. The shell building ten - year abatement will be transferred to the purchaser of the building that is to be completed by late 2020. A motion was made by Councilman Mathis with a second by Councilman Rogers to set November 5, 2019 for a Public Hearing for the Confirmatory Resolution. Motion carried 4-0. Southside sewer update: Council President Warthen reported the council had contracted Banning Engineering for quotes for work to be done on the south boundary -Phase 1 cost 2.896 million dollars. Phase 2 force main at Industrial Park down to Merriman Road. The cost 2.5 million dollars. Council wants to include both phases in the proposed rate study and can also include a change in the billing system. Council President Warthen will take this information to Baker -Tilly.
