- P• <br />A motion was made by Councilman Mathis with a second by Councilman Rogers to approve. Motion <br />carried 4-0. <br />Proclamation: <br />Governor Holcomb proclaimed Novembe s India a Native American Indian Mo. th. A native American <br />e ndiaT Ce' a 4 � <br />Indian was present at the meetingeter�a five-eighths CUPa-M. He commented the census <br />based Indiana American tribes in our county was 114 of 578 nations in the United States. <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to approve a <br />Proclamation for Town of Mooresville proclaiming November as Native American Indian Month. Motion <br />carried 4-0. <br />Street Closing Permit: <br />The Downtown Merchants are doing Victorian Christmas this year. They are adding Friday evening 5 t <br />9 PM streets closed to Saturday's street closing 8 AM to 5 PM. Friday, December 6th will be tree lighting <br />and street activities and Saturday December 7th will be Western Show and Street vendors. <br />A motion was made by Councilman Mathis with a second by Councilman Rogers to approve. Motion <br />carried 4-0. <br />Zoning and Rezoning Business: <br />Ross Holloway presented Ashbury Ridge — rezone Agriculture to R-3 <br />This rezone received an unfavorable recommendation from the Plan Commission. The owners are <br />asking for R-3 for the south part of acreage to put in double -wide manufactured homes. Holloway <br />Engineering added some commitments. No'renting or subletting, six foot property fence along east line, <br />246 feet to the closest home anfthru the woods, no additional access on Pennington Road (Currently <br />have two accesses on Pennington Road and one on State Road 144). They are asking for approval with <br />commitments. <br />A motion was made by Councilman Stanley with a second by Councilman Rogers to accept the <br />unfavorable Plan Commission recommendation. Motion carried 4-0. <br />A motion was made by Councilman Stanley with a second by Councilman Rogers to table Richhart's <br />Storage rezone from Agriculture to BS limited use as no one was present to present the request. Motion <br />carried 4-0. <br />Ross Holloway presented Dean Hick -North State Road 67, rezone from Agriculture <br />Mr. Holloway told the council no action was necessary. When Weddle TV sold the property, it was <br />rezoned at the time. <br />A motion was made by Councilman Mathis with a second by Councilman Stanley to approve no action <br />necessary as Ordinance #2, 2007 still stands. Motion carried 4-0. <br />Ross Holloway presenting Sunco, Indianapolis road, rezone R-1 to 1-1 reported to the council this was a <br />favorable recommendation from the Plan Commission. <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to approve the rezone <br />from R-1 to 1-1. Motion carried 4-0. <br />Councilman Mathis commented In -American Water Company purchase the old Street Garage on West <br />Harrison Street and he wants David Moore to get three quotes on a new building for Street Department <br />storage. <br />A motion was made to approve the Purchase agreement and closing for In -Americans purchase and the <br />proceeds will be deposited in the CCD fund. Motion carried 4-0. <br />Councilman Stanley reported on the Baby Box saying that donations had far exceeded $15,000 and he <br />requested the council approve him signatory and for approval of the contract. <br />A motion was made by Councilman Rogers with a second by Councilman Mathis to approve signing the <br />contract and put out how much total money was donated and approve Councilman Stanley as signatory. <br />Motion carried 4-0. <br />Census update: Council President Warthen reported two Mooresville people, Mindy Taylor and Dianne <br />Huerkamp, had already joined the County complete count commission and with two volunteers already <br />gone, he believed the Town should join the county. The meeting is October 22, 2019 at 5:30 P. M. <br />
