Mooresville Plan Commission <br />Minutes Thursday November 14th, 2019 <br />Members present: Tammy VanHook, Jessica Hester, Jeff Dieterlen, Mike Young, <br />Robert Alumbaugh, Mark Taylor, Perry King and attorney Mel Daniel. <br />Mike Young called the meeting to order: he then addressed the unapproved <br />minutes from August, there was discussion to amend, a motion was made to <br />approve with an amendment, motion did not pass. Mike Young questioned <br />concerns; concerns were discussed. Jeff Dieterlen questioned September minutes, <br />Tammy VanHook addressed that the September minutes reflected the August <br />minute discussion, subsequent vote and then confirmed she could motion to <br />approve the September minutes, she so motioned to approve September minutes as <br />presented, Dennis Chambers seconded the motion and the September minutes were <br />accepted unanimously. Mike Young then called for a motion on the October <br />minutes, Mark Taylor made the motion to approve however the motion did not <br />carry, Tammy VanHook after having not been at the October meeting stated she <br />had typed them after hearing a recording multiple times asked for corrections, <br />when none were stated the item dropped, the October minutes were not approved. <br />The first item on the agenda, site plan approval at Professional Court, continued <br />from the previous meeting, has been withdrawn per written notice on behalf of the <br />petitioner. <br />The next item on the agenda is a 2 -lot minor plat request at E. Allison Rd, lot 1 at <br />10.439aces and lot 2 at 2.215 acres. The request being presented by John Larrison <br />of Holloway Engineering. Mr. Larrison stated the intent was to allow a family <br />member a location to build a home and that both lots meet minimum septic <br />requirements. Mike Young called for questions and or comments. Jeff Dieterlen <br />confirmed no concerns with access or utility easements. Audience member Jeff <br />Smith expressed concerns for stakes recently placed and property care as he <br />currently maintains the drive areas. Additional audience members express concerns <br />for increase in number of lots in this area, questioned private drive verses public <br />road, Rick Voiles prefers the peace and quiet and has concerns for increased traffic <br />and additional homes. John Larrison confirmed that the road is public, he also <br />clarified that while there are currently 7 lots, one property owner owns multiple <br />lots, as for traffic the individuals building the home already live on the property so <br />there would be no additional traffic. Charles Nelson confirmed he had maintained <br />the road, as his father had and he will continue to do so. Jeff Dieterlen read the <br />stipulations and confirmed he was stating he would do more than required of him, <br />
