Councilman Williams posed the question of how to conduct a public hearing given the current <br />restrictions due to COVID-19 protocols. Councilman Warthen suggested allowing the public to <br />submit comments via sealed envelopes prior to the meeting, which the Town Attorney agreed <br />would be a good thing to implement given the current public gathering guidelines. <br />Redevelopment Commission Annual Report —Adam Steuerwald with Barnes & Thornburg LLC <br />presented the Redevelopment Commission Annual Report to the council for the permanent <br />record. <br />Rezone 10015 N Old SR 67 (11 reading) Councilman Williams mentioned that he had attended <br />the last planning commission meeting and the committee had unanimously supported this <br />ordinance. Councilman Warthen made a motion to accept the recommendation of the planning a <br />commission. Motion was seconded by Councilwoman Hester. Motion carried 5-0 <br />Police Dept. 911 radios — Steve Eltzroth from the Mooresville police department presented a <br />request to dispose of surplus communication equipment from the old communication center. <br />St. Jo County was in need of the surplus equipment due to circumstances surrounding the <br />COVID-19 situation, and a memorandum of understanding was signed loaning the equipment to <br />them with the intent to sell it to them pending the Council's approval. A fair sale value of $500 <br />per 13 -year-old radio unit was suggested. This will leave six on site for MPD backup. <br />Councilman Warthen made the motion to declare the excess radios as surplus and approve the <br />sale of the surplus radios to St. Jo County; Motion was seconded by Councilman Cook. Motion <br />carried 5-0 <br />Chou-il Lee, Town attorney mentioned with the State Board of Accounts approval, the Clerk's <br />office bank deposit schedule will change to Tuesdays and Thursdays due to COVID 19 <br />restrictions. Councilman Warthen made the motion to that all department that collect money <br />and make deposits in the Town of Mooresville adopt the alternate deposit schedule suggested <br />by the State Board of Accounts. Motion was seconded by Councilman Stanley. Motion Carried <br />5-0 <br />Department head reports — <br />Chief Julian let the council know that at this time all necessary PPE has been obtained for the <br />Fire and Police departments. <br />Legal — <br />Town attorney, Chou-il Lee mentioned contractor Banning Engineer needing further mapping <br />for appraiser to complete Phasel appraisal, town council will need to approve the additional <br />mapping cost of $8000.00. Councilman Warthen made a motion to approve the $8,000 for the <br />extra mapping and for it to come out of the Food and Beverage fund. Motion was seconded by <br />Councilman Cook. Motion carried 5-0 <br />Public Comments — None <br />A motion was made by Councilman Warthen with a second by Councilman Stanley to approve <br />claims in the amount of $716,999.97. Motion Carried 5-0 <br />Town Council Comments— <br />Budget Constraints — Councilman Warthen brought it to the attention of the council that due to <br />the current COVID-19 situation the collection of May property taxes has been extended to July, <br />and would not be dispersed until 6 weeks later there will be a delay in receiving the property <br />taxes. There is also concern about other sources of funding not being available during the <br />coming months because of the negative effects of the COVID-19 emergency. Councilman <br />
