rim <br />questioning the constitutionality of the meeting, asked if the benefit outweighs the cost of the <br />project. <br />Town Attorney Lee had vetted the procedures and conducted research to ensure that the <br />hearing was indeed constitutional. <br />Councilman Warthen spoke about the benefits of this project to all citizens of Mooresville, and <br />all of those who use the Town of Mooresville's sewage and treatment services. <br />Councilman Stanley took a moment to remind the public that all late fees have been waived for <br />the sewer bills due to the COVID-19 emergency. <br />Council President Williams took a moment to discuss the fact that once the costs of the„projects <br />are covered all of the fees will roll into the continuing maintenance and operating fees for the <br />services. <br />Mike Crosley submitted a written statement expressing their concerns about the timing of the <br />public hearing, and rate increase during the COVID -19, and standing in agreement with the <br />statement that Mr. Ehrhart submitted. <br />There being no other public comments on this matter Councilman Warthen made a motion to <br />close the public hearing on this matter, the motion was seconded by Councilman Cook. Motion <br />carried 5-0 <br />Councilman Warthen made a statement thanking the public for their comments on the matter, <br />expressed his support for the ordinance and the reasons it needed to be implemented, and <br />made a motion to approve ordinance number 5-2020. Motion was seconded by Councilman <br />Stanley. Motion carried 5-0 <br />Council President Williams asked for a clarification on section 4 as to the affect that this section <br />would have on any adjustment that may be done at a later time. Adam Steuerwald clarified that <br />there are tax requirements not allowing any special contracts for select individuals, or <br />businesses, but credits can be utilized to correct issues or charges that may arise. <br />Council President Williams asked if the Redevelopment committee would be able to remit <br />moneys set aside to buy a parcel of land to this project. Adam Steuerwald said that there is a <br />procedure to go through for that, but it is possible. Having had a motion and a second a roll call <br />vote was taken. Motion Carried 5-0 <br />Rezone 10015 N Old SR 67 this is the ordinance to accept the rezoning that was recommended <br />by the planning commission and agreed on by the council changing the zoning of this property <br />from Agricultural to an 1-1. Councilman Stanley made a motion to approve Ordinance 6-2020 <br />seconded by Councilman Warthen. Motion carried 5-0 <br />Rezone County Line Rd Church this is the ordinance to accept the rezoning that was <br />recommended by the planning commission and agreed on by the council changing the zoning of <br />this property. Councilman Stanley made a motion to approve Ordinance 3-2020 seconded by <br />Councilman Cook. Motion carried 5-0 <br />New Business — <br />Introduction of Innovative Performance Technologies SBI Councilman Stanley presented the <br />S61 requesting a 3 -year abatement on private property, they have invested in a $124,000 press <br />brake that will create 1 existing job, and they have requested a waiver of noncompliance as the <br />equipment was purchased and installed prior to any approval. This was tabled until the public <br />gathering restrictions are lifted. <br />
