1 i <br />Councilman Cook left the meeting. <br />Warning (Tornado) Siren Report— Chief Julian presented a report about the tornado siren. <br />Attached Exhibit B. Steve Eltzroth presented a timeline, and details of the April 8tt'tornado that <br />struck Mooresville, as well as a report on 911 calls during the time of the tornado. The warning <br />system and siren was inspected and found to be functioning and operational. Per Council <br />President Williams, and the Police Department Liaison Councilman Cook the upgraded software <br />for the Federal Warning System has been ordered at a cost of $2,021.50. Council President <br />Williams mentioned that the night of the tornado he wondered why the siren did not go off. <br />The new software that is being purchased will no longer require manual activation, but will <br />activate the siren automatically with the signal from EAS. He believed that because the storm <br />was moving so fast and in a direction that is abnormal for most tornados in the state rotation <br />was not actually detected until damage had already occurred, had been reported, and <br />documented. By the time the signal was received from EAS to activate the siren the immediate <br />threat had moved out of the area. Sirens are being tested electronically without the sirens <br />actually going off, but they are tested monthly. Councilman Warthen stated that both <br />communication officers should be commended or their work the night of the event, however <br />someone did not follow proper operating procedure during the event, and believes that <br />additional training on the procedure may be in order. There was a consensus reached that after <br />the new software is installed that planned and published audible test should be conducted on <br />the siren. <br />John Robinson provided an update to the council on where the process of reopening downtown <br />was, with a target date of May 1st. <br />Councilman Warthen asked about the potential reopening of Five East, and was told the <br />reopening would be up to the structural engineer on the safety of the building. <br />Dave Moore mentioned that as the EDO administrator he has the authority to allow the moving <br />of a few events scheduled for Five East to the alternate site. Attorney Lee let them know that as <br />soon as the emergency is over, she can request the BZA for a waiver during the emergency. <br />Appointment to Economic Development Commission —Attorney Lee set out the guidelines for <br />the Economic development commission. <br />Councilman Warthen made a motion to appoint Matthew Saner to the Mooresville Economic <br />Development Commission. Motion was seconded by Councilman Stanley. Motion carried 4-0 <br />Council President Williams appointed John Ehrhart to the Mooresville Economic Development <br />Commission by executive appointment. <br />Department Head Reports — none <br />Legal — none <br />Public Comments — None <br />A motion was made by Councilman Warthen with a second by Councilman Stanley to approve <br />claims in the amount of $398,893.77 Motion Carried 4-0 <br />Town Council Comments — None <br />The next scheduled meeting of the Mooresville Town Council will be held on Tuesday, May 5, <br />2020 at 6:30 P. M. at the Mooresville Government Center and electronically. <br />
