August 18, 2020 <br />The Mooresville Town Council met in regular session on Tuesday, August 18, at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Shane Williams, Councilwoman Jessica Hester, <br />Councilman Dustin Stanley, and Councilman Tom Warthen. Councilman Jeff Cook was not present. <br />Town attorney Chou-il Lee was present. <br />Tom Warthen gave the prayer. <br />A motion was made by Tom Warthen to approve the minutes of the August 4th meeting and seconded <br />by Councilman Stanley. Counc"omen Hester abstained. Motion Carried 3-0 <br />Unfinished Business— <br />Roofing Bid —Town Attorney Lee is w rking on getting the itemized list of work completed by Mr. <br />Smalling and should have availabl or the next meeting. Attorney Lee will review the next bidder before <br />the next town council meetine./ <br />Vacate Alley— Holloway Epgineering - Mr. Holloway presented the Council with the plans and legal <br />description of the vacation request. The vacation is required to allocate that land to Arvin Hopkins, the <br />plat owner. Council President Williams opened the publie hearing. Steven McCannon, 298 N Point <br />Pleasant, presented himself before the Oouncil to say that he owns the adjoining property and is in favor <br />of the vacation. Councilman Stanley made a motion to close the hearing, seconded by Councilwomen <br />Hester. Motion Carried 4-0 <br />Councilman Warthen made a motion to vacate_ the alley in question with a second by Councilman <br />Stanley Motion carried 4-0 <br />New Business — <br />HNTB, Tim Miller presented himself before the Council to give an update on the 1-69 construction and <br />informed the Council of some upcoming road closures. Section 6 will stretch from Morgan County to <br />Marion County. Councilman Warthen asked about the timing of closing the West to East thoroughfare at <br />the same time as having the traffic dramatically increased on the North and South thoroughfare. HBTB <br />stated they would be monitoring the situation. Councilman Warther also asked about any compensation <br />for any damage done to the roads during the detour. Tim Miller, will look into the matter and get back <br />with Town. <br />Diane Huerkamp Mooresville Public Library — Steve Oshman Conflictof Interest Disclosure Statement. <br />The Library Technology Committee 4cepted Telemagan`bid afer reviewing three proposals to update <br />the Library surveillance equipment. Stove Oshman is the CEO of that company, as well as a Council <br />appointee to the library council, so they presented a conflict of interest letter to the Council. <br />Councilman Warthen made a motion to accept the conflict of interest disclosure statement., and <br />Councilwoman Hester seconded. Motion carried 4-0 <br />Diane Huerkamp Mooresville Public Library— Declaration of Fiscal -Body - Due to state <br />statutes if the Library should go above its spending cap which It has not done to <br />date, the Library needed to have the Council declare itself as the Fiscal body for the Library. <br />Councilman Warthen made a motion to accept the declaration, councilman- Stanley seconded. <br />Motion Carried 4-0. <br />Tornado Siren Potential Purchase —Steven Eltzroth <br />that has arisen with <br />Monrovia replacing their siren equipment that the Town of Mooresville can purchase the 3 <br />units for a price of $10,000. These units are identical to and newer than the ones the Town currently <br />owns, and they will interface with the latest software. The cost includes the relocation of the units, <br />programming, and installation of the sirens. There was a suggestion to replace the siren at Newby <br />school, add one at Pioneer Park, and possibly at the wastewater treatment plant. Town Attorney Lee <br />requested an official contract for the purchase. Councilman Warthen made a motion to purchase sirens <br />out of the Rainy Day Fund and move forward with the acquisition provided approval from the Town <br />Attorney. Councilwoman Hester seconded. Motion carried 4-0 <br />
