November 3, 2020 <br />The Mooresville Town Council met in regular session on Tuesday, November 3rd at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Shane Williams, Councilwoman Jessica Hester, <br />Councilman Tom Warthen, Councilman Dustin Stanley, and Councilman Jeff Cook. Town attorney Cho-il <br />Lee was present. <br />Councilman Warthen gave the prayer. <br />Motion was made by Councilman Stanley to approve the minutes of the October 20th executive session <br />and seconded by Councilwoman Hester. Motion Carried 5-0 <br />Motion was made by Councilman Stanley to approve the minutes of the October 20th meeting and <br />seconded by Councilwoman Hester. Motion Carried 5-0 <br />Motion was made by Councilwoman Hester to approve the minutes of the October 28th executive <br />session and seconded by Councilman Stanley. Motion Carried 5-0 <br />Unfinished Business: <br />TOA Confirmatory Resolution 16-2020 Having already approved the declaratory resolution and the <br />public hearing at a previous meeting, Councilman Warthen made the motion to approve Resolution 16- <br />2020 Councilman Stanley Seconded. Motion Carried 5-0. <br />Discussion and possible appointment of new Fire Chief. Councilman Stanley expressed his gratitude to <br />everyone who applied for the position of Chief. He was grateful there were so many qualified applicants <br />who chose to go through the process. <br />Councilman Warthen added that the council was fortunate enough to interview 3 members of the <br />Mooresville fire department for the position. <br />Councilman Cook agreed it was a difficult decision with several qualified applicants. Councilman Cook <br />mentioned they were able to hire the Chief from within the current department and the process was <br />handled with zero expense to the taxpayers. <br />Councilwoman Hester echoed the comments of the other councilmembers and thanked the other <br />applicants. <br />Councilman Stanley made the motion to offer the position of Fire Department Chief to Matt Dalton and <br />seconded by Councilman Warthen. Motion carried 5-0 <br />Council President Williams thanked the other applicants and mentioned that the timeline for filling this <br />position was announced and followed. <br />New Business: <br />Traffic light and Blind pedestrian sign at Newby. Emily Mullin presented herself before the <br />board to request enhanced measures for the crosswalk at Morgan and Monroe Street. As a <br />legally blind citizen, she is concerned because she is having difficulty crossing safely as she takes <br />her son to and from school. There is no sidewalk on her side of the street and she is concerned <br />for her own safety as well as those of other pedestrians. There is a traffic study planned for that <br />intersection, however due to COVID and the concern of the traffic numbers being skewed it has <br />been postponed. Town attorney Lee is concerned a sign will not alleviate the problem of drivers <br />disobeying traffic laws. Chief Julian said the police department is watching this intersection <br />when they can. This is not a designated crosswalk so until the traffic study can be accomplished <br />there is not much that can be done immediately. <br />
