1567 <br />November 17, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, November 17, 2020, at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Shane Williams, Councilman Dustin Stanley, <br />Councilman Tom Warthen, and Councilman Jeff Cook. Councilwoman Jessica Hester was not present. <br />Town attorney Beth Copeland was present. <br />Councilman Stanley gave the prayer. <br />Councilman Warthen made a motion to approve the minutes of the November 2, 2020 meeting and was <br />seconded by Councilman Stanley. Motion Carried 4-0. <br />Unfinished Business: <br />None <br />New Business: <br />FMLA Recommendation - Clerk -Treasurer Dianna Wamsley brought an employee's request for <br />leave under the FMLA and stated that the employee has met the criteria for the leave. <br />Councilman Warthen made a motion to approve the proposal, Councilman Stanley seconded. <br />Motion carried 4-0 <br />Council President mentioned that the Town has an agreement with Ladner, Erwin & Shield that <br />assists the Town with human resource issues. This company offers a service to assist with <br />correctly filing all FMLA paperwork. The Clerk -Treasurer wanted clarification on if it is possible <br />to utilize that company to handle all of the FMLA paperwork for the Town. There was a <br />question as to the duration of the contract, and the town attorney looked at the contract and <br />determined that it appeared to be on an as -needed basis. Councilman Warthen made a motion <br />to allow the firm to assist with the FMLA filings for the Town as long as the contract continues <br />to be on an as -needed basis and the company is HIPPA certified. Councilman Stanley seconded. <br />Motion carried 5-0 <br />Equipment Technology Works SB1- They seek a personal property tax abatement on <br />equipment scheduled to be installed. Mike Dellinger with Morgan County Economic <br />Development sent it to the council to accept the request for the abatement. After some <br />discussion with the town attorney, it was determined, the Declaratory Resolution is not <br />necessary because the ERA has already been established. Councilman Warthen made a motion <br />to approve the abatement on the $204,200 personal property for a term of 10 years, with <br />councilman Stanley seconding. Motion carried 4-0. <br />Additional Appropriation Ordinance, 14-2020 (Civilian Bonus) - Council President Williams <br />presented for the first reading to appropriate $81,814 for COVID Bonuses for the Civilian <br />employees. <br />Councilman Warthen expressed concern about continuing to spend money for bonuses when <br />he believed that the ultimate goal was to keep the quality officers and fire department staff and <br />maintain the ability to attract new officers by offering a competitive salary, which was <br />accomplished permanently. <br />There was some discussion about the accuracy of the projected revenues for 2021. <br />Councilman Stanley expressed his concern about things that could be coming in the future. <br />Baker Tilly had advised not to give any bonuses or raises, and the council had already gone <br />against that advice. <br />
