Councilman Cook expressed that he wants to give more to the employees. <br />There will be a second reading and a public hearing on this at the December 2nd meeting. <br />Additional Appropriation Ordinance 13-2020 (Police Cars) this is the first reading of an <br />ordinance that would appropriate funds to pay off police cars for $152,588.78. Councilman <br />Warthen apologized for the miscalculation of interest. There will be a second reading and a <br />public hearing on this at the December 2nd meeting. <br />Amended Salary Ordinance 8-2019 was tabled pending the second reading of Ordinance 14- <br />2020 at the next council meeting. <br />Department Head Reports: <br />Chief Julian gave the October stat report. He gave an update on the hiring process and hopes to <br />extend conditional offers in December and an update on the new server installation scheduled <br />for December 8-9. <br />Street Superintendent David Moore stated that leaf collection would continue until December <br />4th. All winter weather equipment is in good shape, and the salt barn is full in anticipation of <br />the winter weather. He also announced that Steve Styles had decided to retire at the end of <br />November. He requested permission to offer the full-time position to a current part-time <br />employee Kyle Titsworth. Councilman Cook made a motion to approve a conditional offer <br />pending a full background clearance. Councilman Warthen Seconded. Motion carried 4-0 <br />Legal: <br />Town Attorney Beth Copeland requested a special joint meeting with the Mooresville <br />Redevelopment Commission to take place on December 1st before the regular council meeting <br />to approve an agreement on a project named Project Catapult. <br />She presented a proposal for acquiring property from Equipment Technologies for the project <br />to widen Merriman Rd. The acquisition cost for this property is $80,500 and an additional <br />easement to run fiber was valued at $4,400. There was some discussion as to how the <br />acquisition would be funded. It was determined more information is needed on this subject <br />before the next meeting. <br />Public Comments: <br />Bobbie Brockmier, 1117 Delwood Court, presented herself before the council to inquire about <br />the lack of streetlights on her street. It was determined that the current poles are to code, but <br />she would like the council to install more or brighter lights on her street. She also would like the <br />council to address the parking situation on the west side of Indianapolis Road South of the park, <br />as it appears to be a dangerous situation. <br />Councilman Stanley stated that the RDC had previously looked at installing a roundabout on <br />Indianapolis road but stopped as the Town cost was too great. <br />David Moore reiterated that the lighting on her street was up to standard when the road was <br />built. While there are grants and programs to assist with the cost of upgrading street lights to <br />LED lighting, the price is still substantial and may not be in the budget to be able to be done, <br />but that he would be willing to look at the cost and possible grants if the council would like him <br />to. <br />There was some discussion regarding lights in the downtown area being out and having been <br />reported. <br />
