December 15, 2020 <br />The Mooresville Town Council met in regular session on Tuesday, December 15 at 6:30 P. M. at the <br />Mooresville Government Center. <br />Council members present were Council President Shane Williams, Councilman Greg Swinney, <br />Councilman Dustin Stanley, Councilman Tom Warthen, and Councilman Jeff Cook. Town attorney <br />Chouil Lee was present. <br />Councilman Warthen gave the prayer. <br />Council President Williams introduced the new Councilman Greg Swinney. <br />Councilman Stanley made a motion to approve the minutes of the December 1st joint meeting with the <br />RDC and seconded by Councilman Warthen. Motion Carried 5-0 <br />A motion was made by Councilman Stanley to approve the minutes of the December 1 and seconded by <br />Councilman Warthen. Motion Carried 5-0 <br />Unfinished Business : <br />Employee Handbook - Councilman Warthen made a motion to postpone the discussion of the handbook <br />until the 2nd meeting of January with a second by Councilman Swinney. Councilman Cook expressed his <br />opinion that he may not be prepared by the second meeting in January as he had wanted to discuss the <br />handbook with the departments. Councilman Warthen amended his Motion to postpone the approval <br />of the handbook until a later date. Councilman Swinney amended his second. Councilman Swinney <br />mentioned that he believes it needs to be right. Motion carried 5-0 <br />New Business: <br />Councilman Warthen made a motion to accept Ordinance 14-2020 for the salary <br />compensations for 2021. Councilman Stanley seconded. Motion Carried 5-0 <br />Police Department encumbered funds. Police Chief Julian requested funds for new firearms <br />that would save money on ammunition. Councilman Warthen asked about what this request <br />entailed; it covers the firearms, ammunition, and magazines. The Firearm Standard Operating <br />Procedures are currently being looked at and submitted to the police commission. With the <br />buyback of the current guns, there was a discussion of giving the current officers the ability to <br />buy their current service weapons, and steps are being taken to ensure that the transfer is <br />accomplished as well as the possibility of presenting the service weapon to retirees upon their <br />retirement. Councilman Warthen questioned how the holsters might be paid for. Chief Julian <br />stated the trade-in on the current 45 ammo could be about $4,150. <br />Police Department requested a new intercom to be installed in the police department lobby. <br />The new server installation determined that the ports are limited, and the current configuration <br />cannot be upgraded. Councilman Warthen made the Motion to accept the encumbrance of <br />$29,443.30. Councilman Warthen stated that this is a prime example of our department heads <br />being frugal with their money, seeing a project at the end of the year, and being able to fund it. <br />Council President asked where the money goes if it is not used. The town attorney explained <br />that they would be in the general fund. Councilman Stanley seconded. Motion passed 4-1 <br />Councilman Williams opposed. <br />Park Department encumbered funds - Brent Callahan presented a request for reglazing the <br />waterslide. This quote comes from a 2017 contract the company would honor to refinish the <br />slides on the pool. He also requested funds for cornhole (bean bag toss) boards to be built and <br />placed in the park for additional recreation opportunities; lifeguard supplies and suits will need <br />to be replenished for the pool anticipated reopening. There was a request for a disinfectant <br />purchase that is required. There are some things that also need to be done to make the shelter <br />
