Councilman Williams opposed. <br />Fire Department encumbered funds - Chief Dalton requested funds for employee physicals and <br />two tablets. Councilman Warthen made the Motion to approve the $4,204.78, and Councilman <br />Stanley seconded. Motion carried 4-1. Councilman Williams opposed. <br />Council President Williams explained his votes were a political move and a protest vote. <br />Annual Nepotism Policy Certification - Town attorney explained that the legislature passed a <br />law that the town council must sign a certification that there is a nepotism policy in place, and it <br />is being followed. <br />Department Head Reports: <br />Fire Chief Dalton addressed the council about the potential sale of used fire trucks. He is <br />seeking permission from the council to start the process of potentially reaching out to smaller <br />and volunteer departments if they would be interested in purchasing them. He also mentioned <br />a pickup truck that needs to be removed from service. The town attorney explained some of <br />the options of determining if the vehicles are surplus and what has to be done depending on <br />who will be purchasing them. Councilman Warthen would like to get market values on the <br />engine and the truck.The squad truck is mechanically in good shape. Councilman Warthen and <br />Councilman Cook would like to explore the option of maybe using the squad truck in another <br />department if it is feasible. Town Attorney Lee made the suggestion of waiting until appropriate <br />documentation could be drawn up before declaring the vehicles as surplus. In the meantime, <br />Chief Dalton will explore values and ways of potentially selling the vehicles. <br />Police Chief Julian announced that four introductory offers had been extended and accepted <br />for new officers. The goal is to have them on staff late in January. Employees from the Police <br />Department, Fire Department, and the Department of Public Works utilized the new Christmas <br />kids fund to purchase gifts for 40 kids in 17 families this year. The total spent from that fund <br />was $6,686, and there are still funds coming in to keep that fund growing. Chief Julian thanked <br />the council for tabling the employee handbook and reasserted his position that he would like to <br />be a part of the discussions and process and hopes that the council will allow the department <br />heads to read the draft before acting on it. <br />Steve Eltzroth with the Police Department stated during the process of installing the new <br />server, it was discovered that the antivirus the Town currently has was ended about six months <br />ago when the firm that developed the software was bought out. The town council needs to <br />review antivirus options for the Town. The current IT provider quoted $2 per month per PC for <br />up to date antivirus software. The exchange server currently being used at the Police <br />department is beyond its end of life, and there is a potential of needing a CAL license and <br />Microsoft Exchange Server 2019 software. <br />Park Department Superintendent Brent Callahan mentioned Eric Gummera is leaving who <br />heads up the before and after school program, which is not paid from tax monies but from the <br />revenue of the program. A new person will be hired to operate that program. There are also <br />about 40 employees in that program that are sent out to the schools, and during the COVID <br />crisis, approximately 15 of those employees have either contracted it or been under quarantine <br />because of exposure to COVID. <br />Legal: <br />Town attorney Lee mentioned five ordinances for easements from the Redevelopment <br />Commission related to the Nice Pac property. These are all easements that are being granted to <br />
