Perry King made this motion, Mark Taylor <br />seconded, and 3 votes were counted in favor. Kim Scofield then made the motion to send to the Town Council <br />with an unfavourable recommendation, but no member seconded. Perry King stated that the property had been <br />zoned industrial for years, making it very valuable. Mark Taylor then made the motion to send the rezoning <br />request to the Town Council with a favourable recommendation with restriction for self -storage only. Again, no <br />second, and Mike Young called the motion dead. Kimberly Scofield asked Mr. Mattingly if he already owned the <br />property and his response was muffled, but it was apparent he had not yet purchased the property. Mike Young <br />then stated that if there was no motion to deny, then discussion would continue. Perry King renewed his motion <br />to send to the Town Council with no recommendation. Mark Taylor seconded, and the motion was passed <br />unanimously. <br />Mr. and Mrs. St John of 10073 North David Lane requested permission to put a travel trailer on their property as <br />their house had burned and reconstruction would take 8-10 months, Beth Copeland responded that the request <br />had to be tabled, as she was unaware of legal precedent or procedure for this request, <br />Next on the agenda RHE requested modifications of PUD Zoning Commitments for property located at East <br />Hadley Road (Previously approved Ordinance No. 11-2006). hr summary, modifications requested are: <br />1) A name change from Eagle Crossing to Grand Oaks <br />2) Land Use and Building Type (list not inclusive of all changes) <br />a. Under previous covenant, homes were to be built with crawl space or basement, and no less than <br />1,800 square feet of living space, Requesting change to slab construction and no less than 1,500 <br />square feet. <br />b. Under previous covenant, homes were to be of brick and or stone facing and quality building <br />materials. Mr. Holloway showed photos of homes of "architectural quality" stating that vinyl <br />building materials had changed over the last 14 years, and all homes would be of quality <br />construction as determined by the developer. <br />c. Roof pitch of not less than 8/12 changed to not less than 6/12 <br />d. Eave overhang of 18 inches changed to 12 inches <br />3) Mailboxes (NOTE: language on item #21 "Mailboxes" appears to be identical) <br />4) A Lot Owners' Association and Covenants for Maintenance and Special Assessments (detailed in <br />paperwork) <br />Mike Young made comments regarding the development Lakeside as a mostly masonry community that is a high- <br />end development that has taken more than 20 years to fully develop. Mr. Young asked the developer if he were <br />trying to hit another market, which was confirmed. Jeff Dieterlen asked if these changes were not incorporated <br />into the development of the homes, what would the price point be? The developer indicated that the price point <br />target was $235,000 and if the changes were not approved, it would cost $25,000 - $35,000 more for each home. <br />Beth Copeland asked how many homes had been built under the previous commitment. Ross Holloway <br />responded that the development of the newly named Grand Oaks would bean 8 -phase project. He stated no <br />homes had been built under the previous commitment. <br />Mike Young called for public comment or questions. Nila Turley of 4833 East Hadley Road stated she had <br />spoken to her neighbors and most were opposed to this development. Many were concerned about traffic on <br />Hadley Road already.
