January 5, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, January 5 at 6:30 P.M. at the <br />Mooresville Government Center. <br />Council members present were Council President Shane Williams, Councilman Dustin Stanley, <br />Councilman Greg Swinney, Councilman Tom Warthen, and Councilman Jeff Cook. Town attorney Cho-il <br />Lee was present. <br />Councilman Stanley gave the prayer. <br />Councilman Warthen made a motion to approve the minutes of the December 15th meeting. Seconded <br />by Councilman Stanley. Motion Carried 5-0 <br />Unfinished Business — <br />None <br />New Business - <br />Reorganization - Councilman Williams expressed his desire to retain the position of President. <br />Councilman Warthen stated he would like to serve as President. Councilman Stanley, Councilman <br />Swinney, and Cook all declined the position. <br />Councilman Swinney made a motion to elect Councilman Warthen as President. Councilman Stanley <br />seconded. Motion Carried 4-1 Councilman Williams opposed. <br />Councilman Stanley stated that he would be willing to serve as Vice President. Councilman Swinney <br />made a motion to elect Councilman Stanley Vice President. Seconded by Councilman Stanley. Motion <br />Carried 4-1. Councilman Williams opposed. <br />Council President Warthen stated that the Town did have a great year despite the pandemic. If all five <br />council members work together, the Town will make it through the second half of the pandemic, and he <br />believes the Town is a better place because of all five council members. <br />Council President Warthen stated that he was uncomfortable moving on the Redevelopment <br />Commission appointments as he would like some more time to review the list. Councilman Cook and <br />Councilman Stanley agreed that they would also like to wait. Councilman Stanley made a motion to <br />table this item until the next meeting. Councilman Cook seconded. Motion Carried 5-0 <br />Overton S13-1 Tax abatement for a CNC machine will allow the company to continue to be a driving force <br />in the community of Mooresville. Resolution 3-2021 is the declaratory resolution for personal property <br />tax abatement. Councilman Williams made the motion to approve Resolution 3-2021, with Councilman <br />Stanley seconding. Motion Carried 5-0 <br />Resolution 1-2021 Real property tax abatement for Creative Foam. Creative Foam is in the middle of <br />substantial growth on a project in late 2020 that would add 100 new jobs. Councilman Stanley made a <br />motion to approve Resolution 1-2021 with a second from Councilman Cook. Motion carried 5-0 <br />Resolution 2-2021 personal property tax abatement for Creative Foam. This resolution pertains to <br />personal property with this project for Creative Foam. Councilman Stanley made a motion to approve <br />Resolution 2-2021. Councilman Swinney seconded. Motion carried 5-0 <br />Appropriation Transfer Resolution 4-2021. Councilman Warthen made a statement that this was a bright <br />spot in 2020, being able to move some funding around to be able to pay off Police cars and use those <br />funds to be able to give the first responders pay increases. Councilman Williams made the motion to <br />approve Resolution 4-2021. Councilman Swiney seconded. Motion carried 5-0 <br />Department Head Reports— <br />Chief Julian gave an update on the loss of a communications officer and the subsequent hiring of a <br />replacement who has undergone all of the necessary background checks. Chief also announced the <br />awarding of $25,921.50 to purchase an Automated External Defibrillator (AED) with the Firehouse Subs <br />Safety Foundation Grant <br />
