Councilman Williams observed that their salaries are up <br />despite having fewer employees than they projected. Councilman Williams made the motion to find <br />Overton industries in substantial compliance with Resolution 6-2017. Motion carried 5-0 <br />CF -1 for Resolution 2-2020 Mike Dellinger from the Morgan County Economic Commission <br />addressed the Council to remind everyone that these are 6 year tax abatements so while they <br />may not have met the job creation within the first year or two those jobs may come to fruition <br />in year 4 or 5. Councilman Williams again made the observation that their salaries are up <br />despite having fewer employees than they projected. Motion carried 5-0 <br />Rezone N Bethel Road John Heshelman for the Smith Trust presented himself before the <br />Council to discuss the rezoning of 10377 N Bethel Rd from agricultural to 1-2. He gave <br />information to the Council supporting the rezoning. Council President Warthen opened the floor for <br />public comments. <br />Josh Heavran came before the Council as he owns the property across the street requested that <br />the Council deny the request as the land in the area is farmland, and because of that the <br />introduction of unknown industrial uses will have a significant impact on surrounding property <br />values. <br />Councilman Williams acknowledged that the comprehensive plan needs to be updated. He asked <br />if Mr. Heavran had considered what his property value would be if it were to be rezoned as <br />industrial. <br />Mr. Heavran called Councilman Williams's inquiry a slap in the face as he is making the case to <br />preserve not only his family's heritage but also the farming heritage of the Town of <br />Mooresville. <br />Councilman Stanley made a motion to accept the favorable recommendation of the Planning <br />Commission. Councilman Swinney seconded. Council president Warthen explained how <br />the roads are picked to go into the grant project and the Town's financial responsibility. <br />Councilman Swinney asked how long the bid prices are good for. It was determined that the bid <br />terms state that the bids are to be good for at least 60 days. <br />
