Councilman Williams made the motion to take the Community Crossing Grant bids under <br />advisement pending further review. Councilman Swinney seconded. Motion carried 5-0 <br />Steve Oschman MPL Conflict of Interest Disclosure Statement -This is an annual disclosure for <br />his role with the Library as he is appointed by the Council. This allows him the ability to bid on and <br />provide services to the Library. Because the Council appointed Mr.Oschman, this disclosure is required. <br />Town attorney Lee stated that he believes the form that was submitted may be an old form, w�ile it is <br />the correct form number and all of the information is accurate and can be accepted. <br />Councilman Cook saw no issues with it. Councilman Williams had all of his questions answered as long as <br />the town attorney approved it. Councilman Swinney and Councilman Stanley had no comments. <br />Councilman Cook made a motion to accept Steve Oschman's conflict of interest disclosure <br />statement. Councilman Swinney seconded. Motion carried 5-0 <br />Conco Spray Solutions Proposal - This company sprays utility manholes so that it seals out stormwater. <br />The full proposal is $19,346.00. This was mention in the IDEM reports and will show that these steps are <br />being taken to reduce inflow and infiltration. In 2019 thirteen utility manholes were sealed. Councilman <br />Warthen detailed the difference between spraying the utility holes versus replacing them at a cost of <br />$8,000-$10,000 per utility manhole. Town Attorney Lee requested that he be able to draw up the formal <br />contract. <br />Councilman Williams made a motion to move forward with the work from Conco Spray Solutions for the <br />sum of $19346 to be paid from the Food and Beverage fund pending the final contract from the town <br />Attorney. Councilman Cook seconded. Motion carried 5-0 <br />Department Head Reports— <br />Fire Chief Dalton presented the run stats to the Council members. He also introduced the two new hires <br />to the council. <br />Chief Julian said that they had just completed the hiring of 3 new officers. The new server is <br />installed, and it is running. Councilman Cook, Attorney Copeland, and the Chief have been working <br />on the process of awarding retirees with 20 years or more on the force with their service weapon upon <br />retiring. Ms. Copeland is working on the documents for the Town to ensure these are done correctly. <br />Chief Julian asked the Council's permission to work with the Town attorney to amend the reserve <br />ordinance to reflect any SOP changes and streamline the ordinance. It was determined that the SOP has <br />to be reviewed and accepted by the police commission before the ordinance is changed. <br />Legal — None <br />Public Comments — <br />Randy Brown presented himself before the Council to say that he would like to see more emphasis on <br />the state flag being flown in the Town of Mooresville, particularly around the state and national <br />holidays. He also asked if the Town can speed up the process of cleaning up not only a home that <br />recently burned but a few other properties that are not being maintained. Council President Warthen <br />acknowledged that the council and Town attorney are working on the one property he mentioned that <br />had sustained the fire damage. <br />A member from the audience addressed the Council about her concerns over the sewer rate and asked <br />about the financial advisor's advice on using the cash reserve. Also asked why the rates were raised so <br />high rather than use the cash reserves to pay for the sewer expansion. Town attorney Lee explained <br />how the utility has to be able to make all of its payments based upon its rates and cannot be paid for by <br />the Town and how the financing works. <br />Councilman Williams voiced his opinion that the Town did know of its reserves when the rates were <br />changed and that he is frustrated over certain members of the Council's unwillingness to spend cash <br />reserve on the Town. <br />
