Councilman Stanley made the motion to approve claims for $825,244.75. Councilman Swinney <br />seconded. Motion carried 5-0 <br />Town Council Comments— <br />Councilman Cook stated he worked on getting the town employees bonuses, but he hadn't heard <br />from anyone. Council President Warthen stated that he presented his plan for the spending of,the cash <br />reserves. There was a discussion between Councilman Cook and Councilman Warthen about the <br />appropriate way to reward employees as past meetings had included bonuses or days off. Councilman <br />Warthen discussed the concerns of some department heads due to staffing issues. <br />Councilman Warthen gave a historical rundown of the cash reserves, 201122%, 2012 25%, 2013 21%, <br />2014 25%. Councilman Warthen asked Councilman Cook, who was on the Council if the reserves were <br />intentionally spent below 25%. Councilman Cook stated that the times were tough. Councilman <br />Warthen noted that he remembers 2008 and wants the Council to think about how tough times could <br />get not this year but in the years to come. Councilman Warthen discussed raises that were given during <br />his previous tenure on the Council and his desire to be able to provide continuous and sustainable raises <br />to the employees. The money that is there now enables the Council to give the employees a raise this <br />year and the following year. Councilman Cook asked what the COVID relief dollars should go to. <br />There was then a discussion with several members of the audience about how the reserves should have <br />been used to offset the sewer hike, and what those numbers would have looked like if they had done <br />that. <br />Councilman Cook stated he is looking out for the employees. <br />Council President Warthen stated that he believes the Council is looking out for the employees and <br />said that Vision insurance was added as a benefit to the employees. <br />Council Williams presented a letter to the council president with a list of issues he would like to see the <br />Council address in the near future. He has been working with Susan Lowe, who is willing to provide <br />transportation for the elderly for Covid shots. <br />Council Williams also wanted to remind the Council of the $5,800 that the Council was favorable <br />towards the 200th anniversary, and he does not want to forget about that. There was a discussion of <br />how to be able to fund the project within state statutes and how the appropriation should read. <br />Council President Warthen addressed the concern about the intersection of Harrison and Jefferson <br />streets. He asked town attorney Lee if there was an ability to add stop signs there and/or during the <br />construction in certain high traffic areas. Town attorney Lee talked about the possibility of the opening <br />of the Town to liability if it is done without a formal traffic study. Councilman Williams asked about <br />possibly adding it to the traffic study. Chief Julian will send accident statistics for the intersection in <br />question. <br />Council President Warthen gave an update on the progression of the potential traffic study. The <br />Redevelopment board asked for a cost and wanted to know what the school may be contributing to this <br />as they expressed interest in assisting. Council President Warthen has reached out to the school board <br />but has not had a reply from them at this time. <br />The next regular scheduled meeting of the Mooresville Town Council will be held on Tuesday, March 16, <br />2021 at 6:30 P. M. at the Mooresville Government Center. <br />There being no further business to come before the Council at this time, a motion to adjourn was made <br />by Councilman Stanley with a second from Councilman Swinney. Motion carried 5-0. <br />
