March 16, 2021 The Mooresville Town Council met in regular session on Tuesday, March 16 at 6:30 P. M. at the Mooresville Government Center. Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman Greg Swinney, Councilman Shane Williams, and Councilman Jeff Cook. Town attorney Cho-il Lie was present. 11 Council President Warthen gave the prayer. A motion was made by Councilman Stanley to approve the minutes of the March 2nd meeting and seconded by Councilman Swinney. Motion Carried 5-0 with Unfinished Business— Community Crossing Grant Bids - Dave Moore presented the recommendation from Banning Engineering that recommended awarding the contract to The Harding Group. Councilman Swinney made the Motion to accept the bid of $618,141.18 to the Harding Group. Councilman Cook seconded. Motion Carried 4-0 with Councilman Stanley abstaining. Cemetery Bid — Dave Moore made the recommendation to award the two-year contract Cemetery mowing and cleanup bid to Parks Outdoor maintenance. Councilman Williams asked if the same company that maintains the school, and Dave responded that they have in the past but is not sure if they are contracted to the school at this time. Councilman Stanley made the Motion to approve the Parks Outdoor Maintenance bid. Councilman Swinney Seconded. Motion Carried 5-0 Second reading of the Richart Storage units. Councilman Stanley made the Motion to approve Ordinance 3- 2021. Councilman Swinney seconded Motion Carried 3-0 with Councilman Williams and Councilman Cook abstaining. 2021 Joe Beikman Memorial Cleanup Day May 1, 2021 - Mooresville Chamber of Commerce requested permission to meet at the old town park and utilize the street department to help with clean up. Councilman Williams made the Motion and seconded by Councilman Cook. Motion carried 5 to 0. New Business— Farmhouse Street Fair - Kim Burgess presented herself before the Council to request East Main Street be shut down on May 8, 2021, for a street fair to include vendors, food trucks, and other activities. She presented a plan and COVID-19 precautions. Several audience members also voiced their support for this and even suggested shutting down a larger space to accommodate the request. Chief Dalton had talked with Ms.Burgess about the plan, and a request was made to wait to file for the permit until after spring break to evaluate COVID numbers. Councilman Stanley recommended working with the County Health Department to submit a plan. Councilman Williams is supportive but noted that a permit would be required. Police Chief Jilian expressed concerns about traffic with the construction of High Street. The Council showed no objections to the idea but asked Ms. Burgess to work with the County Health Department and revisit the department heads. Sewer Bad Debt Write Off - Clerk -Treasurer Wamsley presented a list of accounts for a bad debt write- off of $1,336.08 for the fiscal year of 2019. Councilman Stanley made the Motion with a second by Councilman Swinney. Motion Carried 5-0 Department Head Reports— Lateral Transfers — Fire Chief Dalton presented a plan to incentivize lateral transfers to the Mooresville Fire and Police Departments. Councilman Cook made a motion to table the item to have more time to discuss the plan with both the Chiefs and the legal Council. Councilman Swinney seconded Motion carried 5-0
