Comprehensive Emergency Operations Plan - Chief Dalton presented the updated Emergency <br />Response Plan that had been agreed upon by Chief Dalton, Chief Julian, and Mark Toomey. <br />Councilman Stanley made a motion to accept the Comprehensive Emergency Operation Plan. <br />Councilman Swinney seconded. Motion Carried 5-0 <br />Chief Dalton gave an update on the sale of the surplus fire vehicles. The town Council gave him <br />permission to move forward with the steps needed to be taken to disperse the property. <br />Chief Julian presented the run statistics for the Police department. Also, he gave an update on the plan <br />to offer department retirees their service weapons and the status of the reserve ordinance that is being <br />revised. It was Severe Weather Awareness week for Indiana, and a tornado drill took place. He <br />addressed the power outage that was due to a substation going down. Councilman Williams asked for <br />an update on the tornado sirens that are coming from Monrovia. Chief Julian stated that the batteries <br />are being stored for those sirens, and he will obtain an update for the Council. <br />Dave Moore gave an update on the Merriman road project. He also let the Council know that some <br />sewer line inspections have been performed, and there are about 4,000 feet of line that they <br />would like to bid out to have the interior lined to prevent groundwater infiltration. He <br />mentioned businesses and residents are starting to clean up their property. He gave an update on the <br />High Street closure. Each council member expressed a favorable stance on bidding out to have the <br />sewer lines lined, citing the success of the 2019 project. Councilman Williams made a motion to proceed <br />with obtaining lining bids for the sewer lines. Councilman Cook seconded. Motion Carried 5-0 <br />Councilman Williams asked for an update on the roof replacement, which is nearly complete. <br />Councilman Williams requested an update on the removal of the burned house on High Street. Dave <br />Moore gave the update that the contractor has not started on that project, and he is working with the <br />town legal council. Town attorney Lee detailed the process that needs to take place to be able to take <br />action. The Council came to a consensus to move forward with the next step of ensuring the house is <br />removed. <br />Legal — <br />Town attorney Lee presented the resolution to declare four sidearms of the Police Department as <br />surplus and give them to the retirees of the Mooresville Police department in recognition of their <br />service. Councilman Swinney made the Motion to approve Resolution 12- 2021. Councilman Cook <br />Seconded. Motion carried 5-0. <br />Public Comments— <br />Darren Marley and Josh Etts from Fenmar Properties LLC, owner of 3 East Main Street presented <br />themselves before the Council to request a suspension of their sewer bill until occupancy is established. <br />Council President Warthen explained the base fee that is set for the availability of the wastewater. <br />Councilman Cook agreed with Council President Warthen. Councilman Williams thanked them for <br />buying the building and sympathized with them but explained that he too has an unoccupied building <br />that he has continued to pay the sewer bill on. Councilman Swinney also expressed sympathy for the <br />situation. Councilman Stanley also sympathized with the situation and voiced hesitancy at setting a <br />precedent. There was also a discussion of the possible uses and plans for the building. Mr. Marley also <br />publicly praised Dave Moore for his performance on his job. <br />Councilman Williams requested more information on the claim for $4,776.04 for the Indianapolis Metro <br />Planning organization. Council President Warthen explained that with the census in 2000, the town was <br />considered an Urbanized area and had to become a member of the Metropolitan Planning Organization <br />to qualify for certain public funds. Councilman Williams expressed interest in wanting to make sure <br />Mooresville is well represented in the organization. Councilman Stanley made the Motion to appoint <br />Councilman Shane Williams as a representative to the Metropolitan Planning Organization. Councilman <br />Swinney seconded. Motion Carried 5-0. <br />There was then an extensive discussion in the audience about board representation and how to find out <br />about opportunities for the public to serve. <br />
