UM <br />requirements for alcohol being served at the event. The ordinance will be presented at the May 4th <br />meeting. <br />Public Comments— <br />None <br />Approval of Claims — <br />Councilman Stanley made the motion to approve claims of $667,497.28. Councilman Swinney seconded. <br />Motion carried 5-0 <br />Town Council Comments — <br />Discussion about Sanctuary Town for 1st and 2nd Amendment. Councilman Williams brought up <br />concerns about the overreaching government. He wanted to discuss possibly designating the Town as a <br />sanctuary city for the First and Second Amendment or passing a resolution to affirm the support of the <br />bill of rights. Councilman Cook stated that he is in favor. Councilman Warthen expressed his concern <br />that it could tie the hands of the Police department when it came to state statutes and specific federal <br />laws such as red flag laws. Councilman Stanley indicated his support for the constitution and that any <br />action that could be taken would essentially be symbolic. However, he has worked with Attorney <br />Copeland and Chairman Samuel Elliott to see how this may move forward. <br />Councilman Cook left the meeting at this time. <br />Mr. Elliott addressed the town council on his support of the Town, confirming their support of the First <br />and Second Amendments. Mr. Elliott stated that there is a contradiction within the Town regarding <br />political speech and the placement of political signs on public right of ways and assuring that the <br />enforcement of the UDO applies equally to all signage. Councilman Warthen expressed that the UDO <br />does pertain to all signage. Councilman Williams asked Dave Moore to confirm that notjust political <br />signs had been collected. Mr. Moore stated various signs have been collected with the majority not <br />being political signs. Mr. Elliott reiterated his stance that to uphold the First Amendment. There was a <br />debate between Mr. Elliott and Councilman Williams about political signage and the 2019 election. <br />Attorney Copeland did speak up and state she would prefer that this debate did not take place at this <br />time. Mr. Elliot clarified his desires as he is speaking about signage on a couple of specific public right of <br />ways and encouraging the council to consider the spirit of the First Amendment when it comes to <br />declaring the Town a sanctuary city for the First Amendment. <br />Discussion about High Street Trees. Councilman Williams asked about the replacement of High Street <br />trees. Councilman Stanley discussed the INDOT decisions about what trees need to be removed for <br />safety and maintenance purposes. <br />Councilman Stanley stated that the mass vaccination event that had been scheduled was canceled due <br />to a lack of interest and low registration. <br />Council President Warthen stated he had received several emails regarding the lighting of the torches. <br />He had talked with Dave Moore and requested the Council's permission to contact other companies to <br />see if there are options to correct the issue. <br />The next regular scheduled meeting of the Mooresville Town Council will be held on Tuesday, May 4th, <br />2021, at 6:30 P.
