ERS Dispatch Center Service Contract. The new service contract will cover the software updates <br />to stay compliant with the state and the service and maintenance of the radio equipment. There was <br />some discussion as to what equipment was covered and how the contract would work. Councilman <br />Cook believes that the updates are essential. Councilman Stanley expressed his concern and desire to <br />explore a central dispatch option. Councilman Williams made a motion to accept the agreement for <br />necessary maintenance with the package from SUA. Councilman Swinney seconded. Motion Carried 5-0 <br />There was then some discussion about the ERS portion of the contract that would cover the labor and <br />parts for any repair that may be needed. Councilman Williams made a motion to accept the service <br />contract with ERS wireless and that it be paid annually to take advantage of the 5% discount. <br />Councilman Cook seconded. Motion carried 5-0 <br />IT discussion was added to the agenda at the request of Steve Oschman regarding an email received <br />about the server; however, Steve needs more time to do a bit of research on the matter. <br />Board of Zoning Appeals Department. There is an applicant for this position. Councilman <br />Warthen would like more time to look at the applicant's file. <br />Police Commission Appointment. There is an opening for a non -republican appointment to the <br />police commission and Christopher Hobbick has applied. Councilman Williams asked Mr. Hobbick if he <br />would support defund the police movement, to which Mr. Hobbick replied that he does not support the <br />defund police movement. Councilman Cook made the motion to approve the appointment of <br />Christopher Hobbick to the police commission. Councilman Williams seconded. Motion carried 5-0 <br />Department Head Reports — <br />David Moore stated that the street sweeping was completed. A contract was awarded to a company to <br />mow the cemetery; however, the company that was awarded the contract has had difficulty hiring <br />employees, so the street department cut the cemetery at the cost of about $800, he was there to ask <br />the council how to proceed. Councilman Cook asked if the second -place bid was ready to step in if need <br />be and David Moore said he is prepared to start. There was some discussion as to the process to <br />terminate the contract. Councilman Williams stated he would like to have legal counsel review the <br />current agreement and see the bids. David Moore left the meeting to collect the contract and bids from <br />his office. <br />Chief Dalton introduced the newest hire to the department to the council. <br />Chief Julian asked about the legality and size of speed bumps in reference to the discussion <br />earlier. Attorney Copeland wants to look into temporary fixes as a traffic study would be <br />needed for a permanent change. <br />Legal — <br />Attorney Copeland presented a resolution to declare a particular firearm as surplus so that it may be <br />awarded to the animal control officer who retired. Councilman Cook made a motion to approve <br />Resolution 14-2021. Councilman Swinney seconded. Motion Carried 5-0 <br />Attorney Copeland stated that the best options to be able to move forward on the mowing bid <br />is to accept the next lowest and most responsive bidder or begin the bid process over again. <br />She also recommended that a more comprehensive contract be drafted. Councilman Stanley <br />made a motion to approve the bid for No One Left behind. Councilman Swinney seconded. Motion <br />Carried 5-2 with Councilman Williams stating he preferred to have the bids in front of him. <br />Brent Callahan from the park department states the first concert of the concert series will be held on <br />May 21st. The aquatic center is scheduled to open on May 22nd, pending the ability to hire qualified <br />individuals, as it is currently a struggle. There is an issue with an ordinance that was not correctly <br />adopted. This will need to be done before the event can proceed. There was also a discussion about the <br />placement of food trucks and the permissibility of consuming alcohol on town property as well as the <br />
