June 1, 2021 The Mooresville Town Council met in regular session on Tuesday, lune 1 at 6:30 P. M. at the Mooresville Government Center. Council members present were Council President Tom Warthen, Councilman Dustin Stanley, Councilman Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town attorney Cho-il Lee was present. Council President Warthen gave the prayer. A motion was made by Councilman Stanley to approve the minutes of the May 18 meeting and seconded by Councilman Swinney. Motion Carried 5-0 Unfinished Business — Sewer Pipe Lining Bids. Dave Moore described the sections of pipe that need to be lined to maintain the integrity of the wastewater system. Council president Warthen then opened the bids. Insight Pipe Contracting LLC $186,050.00 Miller Pipeline $147,400.00 Insituform Technologies $189,500.00 Granite Inliner $179,000.00 Councilman Stanley made a motion to take these bids under advisement and Dave Moore to report back at the next meeting. Councilman Swinney seconded. Motion carried 5-0 Council President Warthen brought up the possibility of revisiting the waiving of late fees instituted in April 2020 due to Covid. Clerk -Treasurer Dianna Wamsley noted that the percentage of late payments has not significantly changed during the past year. The ordinance would need to be amended and have a public hearing during the first meeting in July. Councilmembers agreed that it is time to start assessing late fees with appropriate notice to consumers. Councilman Stanley made a motion to move ahead with the drafting of the revised ordinance. Councilman Swinney seconded. Motion carried 5-0. Farm House Market came before the Council to request the ability to schedule another street fair for July 17. There was some discussion about how to proceed with the permit because of the alcohol sales at the park. Councilman Stanley made a motion to approve the July 17 Farm House Market Street Fair. Councilman Swinney seconded. Motion carried 5-0 Councilman Williams made the motion to approve the sale of alcohol and consumption for the July 17 event, and Councilman Stanley seconded. Motion Carried 5-0 Old SR 67 & Sycamore Lane rezone was approved at the last meeting, but the ordinance had not been written. Councilman Stanley made the motion to approve Ordinance 12-2021, and Councilman Swinney seconded. Motion carried 5-0. New Business — Email Proposal - Telamagen Steve Oschman came before the Council to discuss the police department email server software has come to the end of its life, and some parts are nonfunctional. In addition, there are viruses on the Town server that he has to remove every evening. He presented a plan to implement Microsoft exchange in place of the current email exchange service. This upgrade will cost $6,500.00 to start and about $500 per month for 100 active email addresses. Mr. Oschman stated that Microsoft would handle future updates and virus monitoring. Town Attorney Lee will draw up the appropriate contract and present it to the Council at the next meeting. Line] CF -1 Personal Property -Councilman Stanley made a motion to find Linel LLC in substantial compliance with Resolution 10-2016 and seconded by Councilman Swinney. Motion carried 5-0
