OEM Department Head Reports— Chief Dalton presented the fire department monthly status report. He updated the Council that advertisements for surplus vehicle bids have been issued. Fire Department Work Performance Evaluation- He is working with the legal counsel to update the policy about injuries sustained to redefine how to determine when the fire department employees will return to work after an injury. The legal counsel will review the contract before the next meeting. David Moore talked about attending the Metropolitan Planning Organization meeting with Councilman Williams. This organization distributes about 50 million dollars annually to build and improve roads, trails, and sidewalks. Councilman Williams will represent Mooresville on the policy committee and David Moore will represent Mooresville on the technical committee. Legal — Town Attorney Lee presented a grievance filed regarding the potential promotion of a member of the Fire Department. The rank of lieutenant requires that there be a 12 -month probationary period and that the individual must have two years of experience. The grievance states that the person in question, while having ten years experience with another fire department has not met those time requirements, specifically with the Town of Mooresville. Town Attorney Lee is asking the Council for clarification on the statute if the time frames must be served with the town of Mooresville or if the previous service will meet the requirements. There was some discussion, and Councilman Cook noted that prior years of experience had been considered in the past. Councilman Williams made a motion to deny the grievance based on the interpretation of the policy that it is not specific to service with the Town of Mooresville. Councilman Cook seconded. Motion carried 5-0 Public Comments — None Approval of Claims— Councilman Stanley made the motion to approve claims for $520,543.73. Councilman Swinney seconded. Motion carried 5-0 Town Council Comments — Councilman Williams donated 2 paintings by local artist Mark Burkett to the government center, as a part of his campaign, promise to donate his salary back to the town. The next regular scheduled meeting of the Mooresville Town Council will be held on Tuesday, June 15, 2021 at 6:30 P. M. at the Mooresville Government center. There being no further business to come before the Council at this time, a motion to adjourn was made by Councilman Cook with a second from Councilman Stanley. Motion Carried 5-0.
