i <br />June 15, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, June 15, 2021, at 6:30 P. M. <br />at the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, <br />Councilman Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town <br />attorney Beth Copeland was present. <br />Councilman Warthen gave the prayer. <br />Councilman Stanley motioned to approve the June 1, 2021 meeting minutes and seconded by <br />Councilman Swinney. Motion Carried 5-0 <br />Unfinished Business — <br />Sewer Pipe Lining Bids Dave Moore stated that Miller Pipeline was the least expensive and <br />qualified to do the work. Councilman Swinney motioned to award the contract to Miller Pipeline <br />for $147,400 pending legal counsel's review of the contract. Councilman Williams seconded. <br />Motion Carried 4-0-1 with Councilman Stanley abstaining. <br />Unified Development Ordinance 9-2021- This modification to the current UDO is about the <br />temporary sign section. Public and Council comments: <br />David Sadler presented himself before the Council to voice his concerns about this ordinance. <br />Dave Snyder presented himself before the Council to voice his opposition to this ordinance. <br />Danny Lundy presented himself before the Council to voice his support of this ordinance. <br />Councilman Williams expressed his intention to abstain as he did not see this as an issue. <br />Councilman Swinney voiced his opinion that he is undecided on the subject. <br />Councilman Stanley submitted the ordinance and is willing to look at the matter further to <br />address all issues raised by the planning commission and the public. <br />Councilman Warthen expressed his opinion that the permission clause could prove problematic <br />but supports the current UDO as written. <br />Councilman Stanley made the motion to approve Ordinance 9-2021. Motion died due to lack of a <br />second. <br />267 E Harrison St Rezone Ordinance 13-2021- This ordinance rezones 267 E Harrison St from <br />R-1 to R-3. Councilman Stanley made a motion to approve Ordinance 13-2021. Councilman <br />Cook seconded. Motion carried 5-0 <br />Cloud Email Contract - Tabled per legal counsel pending further review <br />Fire Department Work Performance Evaluation- Chief Dalton presented a new performance <br />evaluation plan for individuals who need to return to work after a physical evaluation. <br />Councilman Cook made a motion to accept the revised work performance evaluation policy, <br />Councilman Stanley seconded. Motion Carried 5-0 <br />Councilman Williams made a motion to approve the service agreement with Select Physical <br />Therapy. Councilman Cook seconded the motion. Carried 5-0 <br />New Business <br />S13-1 ReConserve Indiana Inc. ReConserve Indiana is working to relocate their operations and <br />would like to process its SB -1. They have requested a waiver of noncompliance to ensure their <br />construction can proceed on time. The legal counsel stated the waiver of noncompliance is not <br />needed since the application was turned in before construction commenced. Councilman Stanley <br />
