W <br />February 19, 2019 <br />The Mooresville Town Council met on Tuesday, March 19, 2019, at 6:30 P. M., at the Mooresville <br />Government Center. <br />Members present: President Tom Warthen, Vice -President David Rogers, Jessica Hester, Dustin. Stanley, <br />and Mark Mathis. No one was absent. Town attorney Mel Daniel was also present. <br />Tom Warthen gave the prayer. <br />Motion was made by Councilman Rogers with a second by Councilman Stanley to approve minutes of <br />February 5, 2019 meeting and executive session. Motion carried 5-0. <br />New business: Overton Confirmatory Resolution: <br />Mike Dellinger spoke at the public hearing telling the council he appreciated their approval of the <br />abatement. No one else spoke. A motion was made by Councilman Mathis with a second by <br />Councilman Rogers to close the Public Hearing. Motion carried 5-0. <br />A motion was made by Councilman Rogers with a second by Councilwoman Hester to approve <br />Resolution #2, 2019 for Overton abatement. Motion carried 5-0. <br />Edit Plan for 2019: <br />$60,000 to Economic Development Corporation, $ 340,000 to Health Insurance, $20,000 to Cemetery <br />mowing, and $135,000 to Local Roads and Bridges Grant. A motion was made by Councilman Rogers <br />with a second by Councilman Stanley to approve the EDIT Plan and the Clerk -Treasurer will forward it to <br />the appropriate people. Motion carried 5-0. <br />Bad Sewer Debts: A motion was made by Councilman Stanley with a second by Councilman Hester to <br />approve the write off. of $1,546.08 from the Bad Debt list. Motion carried 5-0. <br />End of year transfers: <br />A motion was made by Councilman Rogers with a second by Councilman Stanley to approve the year <br />end transfers. Motion carried 5-0. <br />Bid opening: <br />Cemetery: There was only one bid. Legal counsel said we should rebid since there was only one. A <br />motion was made by Councilman Rogers with a second by Councilman Mathis to extend the bid for no <br />more than two weeks to March 5th. Motion carried 5-0. <br />Local Roads and Bridges Grant paving bids: <br />E & B Paving $630,540 <br />S c h utt-Loo ka bill 516,205 <br />Wallace Construction 509,521.25 <br />Baumgartner & Sons 585,658 <br />Grady Brothers, Inc 539,650 <br />Midwest Paving 584,200 <br />Dave Moore and Banning Engineering will take the bids under review and grant bid on March 5th. A <br />motion was made by Councilman Rogers with a second by Councilwoman Hester to approve. Motion <br />carried 5-0. <br />Contract with Banning Engineering: A motion was made by Councilman Mathis with a second by <br />Councilman Rogers to enter into the contract to evaluate sewer lines in the south corridor (the life span <br />and quality of these lines) and to pay from Sewer Availability Fund. Motion carried 5-0. <br />Town Council President reported the executive session was about a confidential negotiation. Since it <br />was the Town's error everything is being done to improve situation so as not to happen again. A motion <br />was made by Councilman Rogers with a second by Councilwoman Hester to approve the agreement. <br />Motion carried 5-0. <br />
