Mike Young questioned the availability of <br />images of the potential homes, Ross responded no, he did address items attached to <br />the rezone by the Town Council. When no further questions were presented Mike <br />Young called for audience comments or concerns: when none were made Jeff <br />Dieterlen questioned the traffic study, indicating what was presented at tech review <br />was partial and just receiving the full study during the current presentation, Jeff <br />further asked for a noise study, a possible stormwater study and to look again at a <br />possible second entrance, he requested that these items be presented prior to the <br />next meeting, during the next tech review. Ross Holloway then reviewed the list of <br />items being sought, concerns addressed and requested a continuance: Mark Taylor <br />made the motion to continue, Josh Brown seconded the motion and motion passed <br />8-0. <br />Fourth item on the agenda: Primary Plat @ E. Hadley RD presented by Holloway <br />Engineering on behalf of Jeff Allen, POA for Susan C Jessup Farms Inc. The <br />request is for a 196 -lot plat on the 90.268 acres to be known as Grand Oaks. Ross <br />presented the proposed plat, and indicated a traffic study was being completed. He <br />stated the 196 lots would be broke up in to 4 sections, include 2 entrances, 50 ft <br />common area, playground, public utilities including sewer and believed all <br />concerns expressed at tech review had been addressed. Mike Young called for <br />questions, comments or concerns from the commission members. Josh Brown <br />noted the addition of an emergency exit near the lot 53 area in comparison to the <br />previously presented plat with 73 lots. Tammy VanHook clarified with Ross <br />Holloway was this additional exit / entrance based on overall number of lots and <br />not based on location to the 53. Mary Taylor questioned the previously promised <br />fence. Ross referenced the requirements, commitments and restrictions the <br />developer presented and the Town Council recently approved, Mike Young asked <br />for clarification, Beth Copeland indicated the council could be more restrictive <br />than the commission. Josh Brown addressed street parking and the ability of the <br />commission to police this. The commission members discussed witYJ Bret <br />Copeland how the commission could enforce any convenience an ommitments, <br />Kim Scofield presented the option to remove the wor nig at a lowed the <br />Commission to enforce or impose penalties, Tammy VanHook expressed concern <br />if wording was removed and these items could not be overseen by police who then <br />would hold homeowners accountable. Mike Young opened questions, comments or <br />concerns to the audience. Neighbors expressed concern for lack of fence as <br />promised, trash along the property lines similar to Grandview, concerns for <br />increased traffic, an audience member expressed concern for commission member <br />Mr. Alumbaugh to vote based on his employer.
