,1 6
Geobase Software can automate some evidence gathering to ensure the proper body cam footage is
tied to the incident report in the system. The system will streamline and make reports uniform to get
appropriate statistics for the area. Morgan county already has a GIS server, and it can be utilized by the
Town to assist in cases and gather other pertinent information from that GIS server.
CAD to Cad enables calls that end up in the wrong dispatch center to be quickly moved to the right
dispatch center, evaluated, and move the available resources and units into place. Morgan and
Johnson's county are already setting up this system, and they would like to bring in the Town to benefit
from this system. The cost of the 22 body cameras for all five years is $69,006.00. Pertaining to CAD to
CAD, the county is willing to pick up the fee for installing the fiber optic connection to the server in
Martinsville. The monthly connection maintenance would cost $600 per month, which the county will
split that cost with the Town. There was some discussion about whether the officers would need home
docking stations for the cameras and the security of the data and video. Councilman Williams wants a
little more information and time to look over all of the costs.
Chief Julian presented a resolution to donate some surplus equipment to the Monrovia PD that
is no longer able to be used. Councilman Cook made the motion to approve Resolution 28-
2021. Councilman Swinney seconded. Motion carried 5-0.
Chief Julian presented a quote from a kennel to obtain and train a police K-9 and a handler.
Councilman Stanley commented that the dogs that come from this kennel are top-notch.
Councilman Cook made a motion to table this item to conduct further research. Councilman
Stanley seconded. Motion carried 5-0.
Fire Department Light Duty Policy - Chief Dalton presented the updated Light Duty policy that he
would like to implement. Council President Warthen and, by consensus, requested that legal counsel
review this policy before taking action.
Chief Dalton would like to get permission to work with legal counsel to update the SOP for the fire
department. Councilman Stanley motioned to obtain a letter of engagement and possible pricing from
the legal counsel to update the fire department's SOP. Councilman Swinney seconded. Motion
carried 5-0.
Dave Moore presented the specs and pricing for a new street sweeper. The cost for the street
sweeper can be obtained for $199,000. Legal counsel needs to review the Sourcewell bidding
process before purchasing the street sweeper. The manufacturer will give the Town two weeks to
finalize the legal review and determine funding options.
The fall leaf pick-up program started yesterday, and the sewer pipeline project is near completion.
