am <br />November 2, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, November 2 at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members present were Council President Tom Warthen, Councilman Dustin Stanley, <br />Councilman Shane Williams, Councilman Jeff Cook, and Councilman Greg Swinney. Town <br />attorney Cho-il Lee was present. <br />Council President Warthen gave the prayer. <br />Councilman Stanley made a motion to approve the minutes of the October 19 meeting and was <br />seconded by Councilman. Motion Carried 5-0 <br />Unfinished Business— <br />Motorola Solutions Agreement/BodyCam and Software - Chief Julian requested this item be <br />tabled as he could not gather all the information he wanted. Councilman Stanley made the <br />motion to table this item until the next meeting. Councilman Swinney seconded. Motion carried <br />5-0 <br />Traffic Study Discussion - Dave Moore stated after spending time with the engineering team <br />watching traffic; the conclusion is to try some of the engineer's suggestions, including some <br />restripin& of lines and altering the timing on the North and South left turn signals. The <br />engineering team made an additional suggestion to shave the bump -outs back a bit, thus <br />eliminating some parking spaces. Dave Moore, Councilman Williams, and Councilman Cook <br />expressed that they did not want to construct or eliminate any parking spots at the <br />intersection. There was some discussion about creating a truck route utilizing Monroe Street <br />and High Street. Attorney Lee reiterated that nothing would be done with traffic until it is in a <br />written recommendation from the traffic study engineers. <br />New Business — <br />Lockerbie Street Semi Trucks - Sabrina Wilson requested to speak at the Town Council, but was <br />not present. Street Department Superintendent Dave Moore stated that during the <br />investigation and clean-up of an accident on the interstate last week, a significant amount of <br />traffic was routed through Mooresville. There was extensive damage to Ms. Wilson's front yard <br />from trucks driving through the yard during the detour and the construction phase on High <br />Street. There was a consensus among the Council that this would likely be an issue that INDOT <br />would need to rectify. <br />Debt Reduction - Councilman Stanley asked Council President Warthen to detail some of his <br />ideas to pay down debts, including the leases on the two fire trucks and the dispatch <br />equipment. Councilman Warthen stated some of the capital expenses could be paid out of the <br />rainy day fund, in addition to the matching portion of the MPO. The operating balance would <br />be left at 43.87%, presuming all budgeted funds are spent. This proposal would also free up the <br />LOIT fund for additional projects. <br />Councilman Williams would like to talk about this item with the Budgeting Policy and Capital <br />Improvement Plan which is scheduled on the agenda for the next meeting. <br />Council President Warthen assured the Council that the financial advisors were consulted <br />before he presented the proposal. <br />Councilman Stanley made a motion to table the discussion till the next meeting. Councilman <br />Swinney seconded. Motion carried 5-0 <br />
