68 <br />Department Head Reports - <br />There were none. <br />Legal — <br />Town Attorney Lee reviewed the Sourcewell bid for the street sweeper and is comfortable with <br />it if the Council is satisfied with the price. The Council can consider this purchase. <br />Councilman Cook discussed the frequency of using the sweeper and the possibility of additional <br />sweeping with hiring a full-time employee. <br />Attorney Lee mentioned the loan quotes from Huntington Bank and Citizens Bank. There was <br />also a Council discussion of buying the unit outright from various funds. <br />Councilman Williams made the motion to accept the bid through Sourcewell and approve the <br />purchase of the Street Sweeper. Councilman Cook seconded. Motion carried 5-0 <br />Councilman Swinney made the motion to table the financial discussion about the street <br />sweeper until the next meeting. Councilman Stanley seconded. Motion carried 5-0 <br />Fire Dept Light Duty Policy- Attorney Lee presented the amended light duty policy for the fire <br />department, reviewed and approved by Attorney Copeland. Councilman Cook made a motion <br />to accept the amended policy. Councilman Williams seconded. Motion carried 5-0. <br />Policy on Budgeting Discussion - Councilman Williams shared a draft outlining the budget steps <br />with the council members and clerk -treasurer to review for discussion at the next council <br />meeting. Legal will provide a final draft at the next meeting. <br />Dedicate Phase III Eastmore- Attorney Lee presented Resolution 29-2021 to dedicate Phase III <br />of Eastmore excluding alleys and street lights. Councilman Williams made the motion to <br />approve Resolution 29-2021. Councilman Stanley seconded. Motion Carried 5-0 <br />Attorney Lee presented the letter of engagement to hire Beth Copeland at an estimated cost of <br />$5,000 to $10,000 to rewrite the Standard Operating Procedures for the Fire department. <br />Councilmen Cook and Councilman Williams expressed their approval of the project. Councilman <br />Cook made the motion to accept the letter of engagement. Councilman Williams seconded. <br />Motion Carried 5-0 <br />Attorney Lee presented the first amendment to the Economic Development of the Nice-Pac <br />project. Councilman Stanley made the motion to approve the first amendment to the <br />agreement dated December 1, 2020. Councilman Swinney seconded. Motion carried 5- 0 <br />There was some discussion about the cost-sharing agreement with Brown Township for the fire <br />territory project. <br />Public Comments — <br />There were none. <br />Approval of Claims - <br />Councilman Swinney made the motion to approve claims for $773,750.85. Councilman Stanley <br />seconded. Motion carried 5-0 <br />Town Council Comments — <br />Councilman Cook expressed his dissatisfaction with the current leadership at the Police <br />department.
