again expressed disappointment in a presentation that did not include a second <br />entrance, he then indicated providing the Commission members with lack of <br />adequate information could result in a negative vote, or at minimum might require <br />a continuance to allow for additional information, updates or necessary changes. <br />Mr, Holloway and Mr. Coffey reviewed the requirements of the UDO. Mike <br />Young called for questions or comments from the audience. Mr. Turley expressed <br />concerns for the lack of previously promised fencing, when questioned he <br />confirmed the fencing would assist in preventing trespassing. Mike Dellinger of <br />the Morgan County EDC confirmed with Beth Copeland that fencing and such was <br />not a requirement for approval and further asked if a Mr. Youngs' statement that <br />the Plan Commission could ask for more than the minimum requirements was <br />correct and or appropriate. Ms. Copeland indicated she would not address that in <br />this meeting. Jeff Turley, brother to previous speaker presented a letter stating the <br />need for Robert Alumbaugh to recuse himself from discussion and vote on this <br />matter. Mr. Turley indicated Mr. Alumbaugh, through his work, could benefit from <br />an approval on this plat. Beth Copeland asked Mr. Alumbaugh multiple questions <br />that indicated he did not need to withdraw from participating, after continued <br />discussion audience member statements Mr. Alumbaugh voluntarily removed <br />himself from the plat discussion and vote. Ms. Mathers, property neighbor spoke of <br />the fencing concerns, she was unaware she should have attended the Town Council <br />rezoning of this property, she owns a tree farm that she would like to see secured, <br />she also expressed concern for additional traffic. When no further audience <br />members addressed the petition Mike Young expressed concerns for approving a <br />subduvusion without complete or appropriate information, Jeff Dieterlen again <br />addressed concerns for additional entrance, traffic study and continuing changes <br />questions if the Plan Commission has necessary information to proceed with a vote <br />and questioned if a continuance would be necessary. Ross Holloway indicated on <br />behalf of the petitioner a continuance was not being sought. When no further <br />questions or comments were made Mike Young called for a motion: JD Robinson <br />made the motion to approve the primary plat as presented, Tammy VanHook <br />seconded the motion and the motion passed 5-3-1: Mike Young, Jeff Dieterlen and <br />Kim Schofield voting opposed, Robert Alumbaugh abstained from the vote. <br />Second agenda item: a previously continued Primary Plat at E North County Line <br />Road and Ferguson Road, presented by Ross Holloway of Holloway Engineering <br />on behalf of Richard Allison POA for George and Clara Allison Revocable trust. <br />The request is to allow for a 73 single family homes lot plat to be known as Allison <br />
