Estates, Ross Holloway reviewed the request; he then presented the requested <br />noise and traffic studies to the Commission. Mike Young questioned Fire Marshall <br />jurisdiction and noise study; Jeff Dieterlen addressed the request for additional <br />entrances and inconsistences between plats, David Saddler confirmed availability <br />of water and asked about sewer, Kim Schofield expressed concerns for traffic. <br />Ross clarified as the Plan Commission oversees residential development in the area <br />in question he sought Mooresville first responders on his plat, he confirmed <br />Indiana American and town sewer. Ross reiterated that the traffic study did not <br />indicate that an additional entrance was necessary. During audience comments; <br />audience members addressed concerns of additional traffic, as well as traffic onto <br />State Road 67 from that area. Kim Schofield inquired as to what local towns or <br />cities employee traffic engineers, then questioned if asked if the traffic study could <br />be looked at by such engineer. Ross Holloway and Tim Bennet both indicated that <br />the area of St Rd 67 is a state road, not overseen by the town. Mark Taylor <br />commented on the one entrance and additional subdivisions that also had one. Jeff <br />Dieterlen addressed the F rating in the traffic study, then reviewed his concerns. <br />When discussion was complete Mike Young called for a motion: JD Robinson <br />made the motion to approve, Robert Alumbaugh seconded the motion and the <br />motion passed 5-4; Mike Young, Jeff Dieterlen, Josh--Brown-and Kim- Schofield <br />- <br />voting -oppose -d—, -- <br />Third agenda item: Primary Plat at 370-530 S Indiana St presented by John <br />Larrison of Holloway Engineering on behalf of Village Mooresville Station LLC, <br />The request is to allow the creation of lot 4 at .898 acres on Indiana Street in <br />between what is currently an auto parts store and McDonalds. John Larrison stated <br />in his presentation that the intent for the proposed lot 4 is to sell the lot for the <br />purpose of building a KFC, he stated utilities are available at the alley, Indiana <br />Street and from lot 3, he further stated no new drive / entrance would be necessary. <br />During Commission members questions, comments or concerns Kim Schofield <br />indicated she had received a certified letter from the petitioner, Beth Copeland <br />clarified as an interested party Kim could not participate in the discussion and or <br />vote. Mike called for questions and or comments from the audience, there were <br />none. Jeff Dieterlen repeatedly expressed concern for the utilizing utilities via lot <br />3. Ross Holloway and John Larrison reminded the Commission is was the <br />petitioners sole responsibility to provide information on utility availability.
