RM <br />could not stop people from donating to the fund and that any monies given would be directed <br />to that fund. <br />Chief Julian presented quotes from three training facilities for a dog. There has been a handler <br />selected from the force who was vetted by three other canine handlers outside of the <br />department. The handler has taken the initiative to begin going to drug interdiction schools and <br />attend canine training at Hendricks and Morgan county on his own time. Chief Julian believes <br />that Landheim kennel meets all of the marks they are looking for and being within the <br />association that the Town is already a part of. <br />Councilman Williams stated that he likes the source is from Indiana and verified that the Chief <br />knew of dogs in use that came from the Landheim kennel. <br />There was a discussion about how the funding would be handled since there is no specific line <br />item for the canine unit: It was determined that this would be something that could be <br />appropriated to the Police budget as the canine is considered an officer. <br />Council President Warthen asked about the dual purpose. Chief Julian stated that has to do <br />with the areas of the dog's training that would include control and track and narcotics <br />detection. There was some discussion about training to detect marijuana. Chief Julian stated <br />that it could be added to the canine's teaching, but it cannot be unlearned. With the <br />uncertainty of the classification of marijuana in the future, it is something to discuss. <br />Councilman Cook stated that he is not in favor of giving an inexperienced officer a canine. He is <br />in support of the program but is concerned about its present direction. <br />Council President Warthen specifically asked Chief Julian if he believed the Town needed a <br />canine unit, and Chief Julian stated yes. <br />Councilman Williams stated he supports the program and still wants to see a specific line item <br />for the canine unit and that the kennel is located in Indiana. Chief Julian believes he has found <br />money in his budget from this year to fund the program. <br />Councilman Cook expressed that he is not confident in the program as it stands, even with <br />funding. <br />Councilman Stanley sought reassurance that the dog would stay with the department and not <br />leave if the handler left town employment. <br />Councilman Swinney asked if the canine academy would have input on the ability of the handler <br />to do their job effectively and was reassured that the canine academy does have input. <br />Councilman Williams made a motion to move forward with the purchase of the canine. Motion <br />died for lack of a second. Councilman Stanley stated he would like to see what the police <br />commission does for the SOP before he moves forward. Chief Julian will be sending the <br />approved Canine SOP to the Council. <br />Body Camera, Geo Base Software, CAD to CAD, Connection to Morgan County - Town Attorney <br />Lee requested that this item be tabled as there are some issues with the contracts. Chief Julian <br />is also getting quotes from other vendors. Councilman Cook made the Motion to table this <br />item. Councilman Stanley seconded. Motion carried 5-0 <br />Town Manager Discussion - Councilman Stanley made the Motion to table this discussion <br />pending a presentation from another individual on the role of a Town Manager. Councilman <br />Swinney seconded. Motion Carried 5-0 <br />
