New Business— <br />The Links @ Heartland Crossing- Owner Ron Overton came before the Council to give an <br />informative presentation on plans for The Links. There is no action for the Council to take as the <br />property is outside of the Town's jurisdiction. The golf course is currently not being utilized <br />well, and options are being entertained to sell the golf course. <br />Department Head Reports - <br />Chief Julian gave an update on the installation of the sirens. The department has been awarded <br />80/20 [PEP grant for outer vest carriers. The grant will cover $4,756. The department will be <br />responsible for $1,189, which is available in the budget. Christmas for Kids will be December 11, <br />they are currently awaiting a grant from Walmart to assist with the cost of that, but the grant <br />amount is not known yet. <br />Victorian Christmas will be on December 4, and the tree lighting will be on December 3. <br />One of the four new officers will be released from FTO Friday, November 19. The other three <br />will be released in a couple of weeks. <br />He mentioned the railroad crossing arms malfunctioning at State Road 67, and he asked if Legal <br />could provide some guidance on how to gain some assistance as the railroad authority takes an <br />hour and,a half to respond to blocking traffic. Attorney Lee suggested drafting an ordinance for <br />the obstruction of traffic that would result in a fine for blocking traffic, but will first start by <br />reaching out to INDOT. <br />Chief Julian would like to institute a compensation policy for training officers with a trainee. He <br />is requesting compensation of $1 per hour spent with the trainee not to exceed 480 hours. This <br />is something that can be revisited next month. <br />Steve Eltzroth came before the Council to discuss the County commissioner's request to install <br />a fiber-optic connection to the county servers and purchase the CAD to CAD software to enable <br />the county to interact digitally. He would like permission to gather information and draw up an <br />interlocal agreement with the County Commissioners. <br />Chief Dalton gave an update on the new pickup truck that had been purchased. <br />Chief Dalton presented an opportunity to purchase an antique fire truck that was fire truck for <br />the Town of Mooresville in 1939. He is requesting a line item be added for a donation fund to <br />take care of the maintenance and upkeep of the truck. Town Attorney Lee said that it would <br />require an ordinance to do this. <br />Town Attorney Lee requested a date for a disciplinary hearing. After some discussion of the <br />availability of the Council members, it was determined that December 8 at 3:00 PM would be <br />the time to hold the public hearing. <br />Councilman Warthen stated Josh Messner with the Emergency Management Advisor Board is <br />requesting an update for the town's representative. In the past the member has been the fire <br />chief, and Chief Dalton has agreed. Councilman Stanley made the Motion to appoint Chief <br />Dalton to the Emergency Management Advisory Council, with Councilman Swinney seconding. <br />Motion carried 5-0 <br />Legal — <br />There were none. <br />
