em <br />December 7, 2021 <br />The Mooresville Town Council met in regular session on Tuesday, December 7 at 6:30 P. M. at <br />the Mooresville Government Center. <br />Council members were Councilman Dustin Stanley, Councilman Shane Williams, Councilman <br />Jeff Cook, and Councilman Swinney. Town attorney Beth Copeland was present. Councilman <br />President Tom Warthen attended via electronic device. <br />Councilman Stanley gave the prayer. <br />Councilman Swinney made a motion to approve the minutes of the November 16, 2021 <br />meeting and seconded by Councilman Cook. Motion Carried 5-0 <br />Unfinished Business— <br />Town Manager Discussion - Dax Norton from MS Consultants presented information about <br />services that he offers as a program to either act as a Town Manager or prepare the Town for <br />the services of a Town Manager. The main goal is to provide efficient services to the residents. <br />The program is fully customized for each Town depending on what the Town's needs are. The <br />typical contract price range is around $35,000 to $40,000 per year. For the most part, the <br />service would be to guide and advise on the transitioning into having a Town Manager position. <br />The difference between a Mayor and a Town Manager is that the public elects a mayor the <br />council appoints a town manager. A mayor has veto power over the council's decisions; a town <br />manager does not. A town manager has no legislative powers and can be replaced at the <br />request of the council. Councilman Warthen made the motion to table the discussion on this <br />item until the second meeting of January 2022. Councilman Swinney seconded. Motion carried <br />5-0 <br />Comprehensive Plan Informational Purposes - Councilman Williams motioned to table this item <br />until the second Meeting of January 2022. Motion seconded by Councilman Swinney. Motion <br />carried 5-0 <br />Fire Dept Disciplinary Discussion -The hearing date had been previously discussed but <br />ultimately did not work for all parties. A date will need to be set for the disciplinary hearing, <br />and the council can convert the type of leave from paid leave to unpaid leave if they desire. <br />After discussing schedules, Councilman Swinney made the motion to hold the hearing at 2:00 <br />PM on December 21. Councilman Williams seconded. Motion Carried 5-0 <br />Councilman Cook asked if the Fireman in question could work another job while on paid <br />suspension from the Town. Attorney Copeland stated that the person could have other <br />employment while on leave or suspension from the Town. The individual is allowed to work <br />another job while on leave. If the council chooses to move the suspension from a paid <br />suspension to an unpaid suspension, the council cannot suspend insurance during the <br />suspension. Councilman Cook made a motion to change the suspension with pay to suspension <br />without pay, effective December 7, 2021. Councilman Swinney seconded. Motion carried 5-0 <br />New Business — <br />Realty Wealth & New Horizon Community Dev. - Mike Dellinger came before the council to <br />introduce Brian Snyder to discuss a partnership to grow the community and housing <br />development. They have worked with Elwood and New Haven to develop residential, <br />
