Mike Dellinger shard that the Morgan County unemployment <br />rate is down to 2.4% <br />Cyber Security Discussion - Clerk -Treasurer Dianna Wamsley let it be known that an ordinance <br />is needed to designate a first and second primary contact to the Indiana Office of Technology. <br />Due to a recent statute that was passed, municipalities must report cyber -attacks, ransomware <br />attacks, software compatibility, and other software -related issues to the Indiana Office of <br />Technology. Per the Clerk Treasurer's conversation with Attorney Lee, the first step is to draw <br />up an ordinance to comply with the new law passed. Councilman Swinney made a motion to <br />proceed with the writing of the ordinance. Councilman Williams seconded the motion. Motion <br />carried 5-0 <br />After some discussion, the council concluded that the IT provider, the Clerk -Treasurer, and the <br />Council President should be designated as reporters for the ordinance. <br />Rezone 4242 E Allison Rd - Brandon Dove came before the council to request a rezone from <br />business to residential. The ordinance was presented, and this received a favorable <br />recommendation from the planning commission at the last meeting. Councilman Cook made <br />the motion to approve Ordinance 19-2021. Councilman Swinney seconded. Motion Carried 5-0 <br />Nepotism Annual Certification - This is an annual certification for the council members to sign <br />and give to the Clerk -Treasurer. <br />2022 Salary.Ordinance 18-2021- Councilman Stanley presented the ordinance for the first <br />reading of the ordinance. A clerical error was mentioned that would be corrected, and the <br />department heads have had an opportunity to review the ordinance. The question was raised <br />about the Police department salaries being designated to be drawn from the general fund. <br />Councilman Warthen explained that the wages would be drawn only from the general fund <br />under this ordinance due to easing some moving of funds. <br />Transfer of Funds Resolution 31-2021- This is to move funds of MVH restricted to cover the <br />Town's portion of the Community Crossing Grant. Councilman Swinney made the motion to <br />approve Resolution 31-2021, Councilman Cook seconded. Motion carried 5-0 <br />Department Head Reports - <br />Dave Moore let the council know that 1 & 3 East Main Street owners came in to request a <br />demolition permit. There is a plan being developed to protect citizens and infrastructure. A <br />street closure permit has been obtained for the council to vote on to perform the demolition. <br />Contact has been made with some of the surrounding building owners. The road closure <br />depends on the gas being turned off to the area. Lori Pennant asked about their building being <br />the outside wall that it was not intended to be. The intent is to open the road as soon as <br />possible with as little road closure as possible. They also detailed some of the precautions <br />taken to protect the sidewalks and other town property. Virginia Perry raised the question of <br />environmental impact. The inside has already been gutted, and no environmental factors were <br />found. Councilman Williams made a motion to approve the street closure permit pending the <br />dates and approve Dave Moore as the authority to fill in the dates as needed. Councilman <br />Swinney seconded. Motion Carried 5-0 <br />Legal — <br />There were none. <br />
